3. Issues
Not reading call and responding to the detail e.g. Only 10% of bid for capital expenditure
Insufficient attention to the context of the call e.g. Government policy documents
Poor descriptions of how the work will be shared and relevance to other providers
Not responding to each criterion or insufficiently clear as to why only one had been chosen
Insufficient detail of activity and/or expenditure plans
