Agile Procurement Constructive Competition Demonstration & Delivery Focus User-Driven, quick response Minister Brison spoke of the importance of agile procurement to sustain innovation and relevance at the May 31 Blueprint 2020 Innovation Fair. His words reiterated many important points for the literature on agile procurement, as well as the point of view within CIOB. Let’s look at the main defining features of agile procurement. Demonstration & Delivery Focus: This aspect is about embedding technical demos into the procurement process. As Minister Brison said, -“More show and less tell”, including of working prototypes. Design contracts to reward delivery. “CIOs should award three- to five-year contracts, demand software deliveries at six-month intervals and replace contractors when they don’t deliver.” Use firm-fixed-price contracts with monthly milestone payments Contracts should follow the FADS model, and specify what to deliver (working, tested, documented, maintainable code) under what working conditions Small teams and Agile-ready Vendors Those experienced in agile procurement stress the importance of using vendors who have a proven track record of agile procurement. The use of small teams is also seen as central to agile Look for past performance specific to agile delivery Agencies should only consider contractors that have experience delivering with agile methods, specifically in the federal sector.” Bake-offs and lots of competition Delivery-focused contracts No more blind marriages… constant dating

They center around a core set of principles: Define a measurable goal. “For software projects, a goal needs to include the target audience and a clear outcome” Everyone owns the problem. “Every team member should be able to connect the work they do every day to the solution you are creating together” Small steps with visible impact. “We need to track our forward progress at regular intervals, reflect on what we’ve learned, and adjust our plans to keep moving toward our goal” Validate with your target audience. Measure success. “Define both quantitative metrics and qualitative metrics to measure success” Reflect, adjust, iterate. “building the product in iterations. Each iteration produces deployable code that can be tested with users” The second is iterating on the process by which you develop software as a team

Agile Procurement for ObD
The Open By Default pilot project will employ agile procurement to gain a digital solution that will support the usability of the Open by platform on open.canada.ca. A competitive process will serve to to attract and surface the best vendor to work with the Government of Canada in an agile way build an innovative, user-centric digital solution. The procurement process will extend into Phase II of the project, follow the principles described in this document, be readily scalable for future initiatives.
