Principal Considerations and their Effects on System Design
National tolling strategy is a very complex task - depends on various factors: Political drivers Fairness – the user pays for individual use of infrastructure Applicable to HGV and/or passenger cars Enabling of mobility by reducing traffic Enabling of mobility by shifting traffic (in time and space) Concentrate HGV traffic on highways Shift transport/mobility to other modes of transport Economic drivers Financing of investment & operation “pay per mile” - according to real cost factors Additional income Kapsch TrafficCom

Principal Considerations and their Effects on System Design
Environmental drivers Encourage fleet renewal by lower tariffs for “cleaner” vehicles The definition of “clean” may tighten over time according to a published plan Price/mile or in a region may vary according to (local) pollution situation Social drivers Fairness and non-discrimination – all users must be treated equally Quality of life should not degrade due to increased mobility The system concept must be understood and accepted by the users Support modal shift to public transport Data protection according to legislation, but additional information available to support safety and security Safety, Traffic Information and Management A great deal of additional telematics applications can be developed from a Tolling System and provide additional benefits for the End User as well as for Road Operators In designing the tolling strategy, priorities have to be ordered according to the aspects mentioned above. Depending on the regions affected, the requirements for the toll operator/ authority and the user needs will vary. Kapsch TrafficCom

Conclusion The challenge is the right preparation of such a project
Start with “What to achieve?” and not “How to do it?” A good legal basis is already more than half of the success Do not underestimate the importance of PR and information to customers Set realistic time schedules to build, test and to go live with a scheme Rely on proven technology – Tolling Business is not a ‘Beauty Contest’ Do not forget about the Operational Cost in such long-term projects Rely on suppliers with substantial experience in the Tolling Business Kapsch TrafficCom
