IS ICDs for projects that should not be delegated away from the JROC
IS ICDs are supposed to be for narrowly scoped software development efforts
Too much detail in ICDs
ICD requirements should NOT look like KPPs and KSAs
ICDs should have high-level operational requirements of what needs to be done, NOT how to do it
Documents presented before the AoA is complete
CDDs and CPDs must NOT be presented until the AoA is completed and out-briefed to the JROC

Services are not considering joint approaches
Services are presenting ICDs for Service-specific problems and are not considering related Joint and other Service ICDs
We need to work common approaches and architectures rather than allowing divergences to continue
Update a Joint ICD if there is something missing for a particular Service, rather than five ICDs attempt to address the same overarching problem set

Required within 60 days of being assigned to a Level “A”, “B”, or “C” billet
(2) RQM 110 – Core Concepts for RMs, for those staff responsible for supervising writing of requirements and those adjudicating comments on MDAP documents – On-line
Robust treatment of acquisition and requirements
Addresses the full set of competencies defined for requirements management personnel
Self-paced online course, but with DAU instructors available to clarify course materials and concepts
Comprised of 20 Lessons for requirements professionals
Required within 6 months of being assigned to a Level “B” billet
(3) RQM 310 – Advanced Concepts and Skills for Requirements Management – A 4½-day residence course
Analytical/Scenario/Simulation Based to strengthen analysis, evaluation and decision making associated with defining, managing and resourcing capabilities for our warfighters
Targeted for requirements writing team supervisors and team leaders, and other key requirements process owners

(4) RQM An Executive Course for GO/FO/SES – 1-day residence or VTC
Covers all the topical areas of CLR 101 & RQM 110, but at a level appropriate to the RM Executive
(5) RQM An Executive Course for 4-star GOs/FOs and Agency Heads – Tailored discussion
Covers topical areas from CLR 101, RQM 110, and RQM 310 at a level appropriate for top executives
