Purpose To provide information and advise with regards to contract appointments at Unisa HR: CONTRACT APPOINTMENTS

Categories of Contracts

Recruitment Method Advertising and headhunting Documents required to appoint contract worker Completed application forms signed by the Manager, director and Executive Director of the department Task Agreement (Annexure A) Motivation and Selection report Original certified copy of Identity document Original certified copy of Passport and Work permit (foreigners) Original certified copy Qualification SAQA Evaluation Certificate (foreign qualification) (Certified stamp must be not older than 6 (six) months) Curriculum Vitae Personal Information form HR: CONTRACT APPOINTMENTS

After the approval: MOA issued to the candidate On the acceptance of the offer candidate must attach Banking details (affirmed by the bank) The department return the MOA to the Contract Section for capturing Important information: All persons rendering a service to Unisa have to be in posession of a legally binding contract No contract employee or worker may commence duty without prior approval and a contract duly signed and initialled by both parties Incomplete/incorrect applications will not be accepted. The start date of late applications will be amended in consultation with the department Appointment of foreign nationals to be considered only if no competent SA citizen is available HR: CONTRACT APPOINTMENTS

Fixed Term Contracts Up to 24 months
Renewal beyond 24 MANCOM approval– comprehensive motivation Full time – 40 hours per week/8 hours per day/ 07h45 to 16h00 Part time – Less than 40 hours per week/ 5 hours per day/ 07h45 to 13h00 Age 65 years No appointment of Voluntary Severance Package or Voluntary Early Retirement Applications of UNISA retirees (pensioners) – MANCOM approval Vacation leave , Unpaid maternity, Sick leave & Family responsibility leave Leave accrues on the first day of the month per annual leave cycle on a pro- rata basis Maximum of 8 days payable per leave cycle no carry over of leave on renewal Monthly salary deductions - UIF & PAYE Paid according to fixed rate on P level (Salaries beyond minimum comprehensive motivation) May work approved overtime No bonus payout & No study

Independent contract Not regarded as an employee Performs tasks independently, own equipment, not office based Should not be a permanent or fixed term employee Up to 3 years renewable Renewal/ ammendment Applications of retirees for a maximum of 2 years approved by VP:Operations – not ManCom Unisa retirees (pensioners) appointable Employment age up to 70 years Independent – no fixed or limited working hours Work independently – own equipment Compensated per task/hour PAYE No monthly salary No vacation leave/sick leave/family responsibility leave No contributions to UIF HR: CONTRACT APPOINTMENTS

Temporary workers Part time or ‘as and when required’ Types of contracts Appointment 24 months maximum May be appointed for a second12 month cycle – condition 3 months skipped Period of appointment Must be a registered Unisa student Be a dependent of a permanent Unisa employee Provisions Full time – 40 hours per week/8 hours per day/ 07h45 to 16h00 Part time – Less than 40 hours per week/ 5 hours per day/ 07h45 to 13h00 ‘As & when required’ Line managers responsible to ensure that permissible hours/periods are not exceeded Hours/days worked recorded on Unisa Time Sheet (HR 002) May work overtime Working hours Remunerated per hour Fixed rate Claims according to actual hours/days work No claims or payment in advance Vacation leave = 1 hour/day for every 17 hours/days worked Sick leave - 1 day for every 26 days worked Family responsibility leave - 3 days per year No bonus payout Benefits & remuneration HR: CONTRACT APPOINTMENTS

Agency temps Employed through a labour broke (agency) No regarded as an employee of Unisa Types of contracts Appointment 6 months at a time – maximun 12 months Renewable once Period of appointment Temporary departmental need Hours/days worked recorded on Unisa Time Sheet (HR 002) May work overtime Provisions Full time, part time Working hours Compensated on P level of vacancy filled Compensated by Agency Agency claims actual hours work according to procedure All benefits (leave, sick leave, etc) managed by agency Benefits & remuneration HR: CONTRACT APPOINTMENTS

Common errors Late submission of applications
Submitted less than 6 weeks before the intended start date Documents not originally certified Older than 6 months Qualifications recorded on application do not match actual qualifications submitted Incomplete forms (Wrong/ no responsibility code/ project code) Information on application does not coincide with information on annexure No income tax number provided EE signature not obtained Previous contract periods/ employee/ claim numbers omitted Application not signed by relevant authorities Salary scale/tariff incomplete/incorrect Foreign qualifications not SAQA evaluated Commencement of duties before approval Claims submitted in advance MOA’s not returned within 7 working days
