Session 1: Monitoring SDGs at the national level

2. Background Adoption of the SDGs in September 2015:
the Statistical Community is expected to provide a baseline as soon as possible and start reporting on SDGs as of 2016
Session 1 will discuss the following issues:
the institutional setup in countries
defining a subset of relevant indicators for the UNECE regions
data provision for monitoring the SDGs
the need for an integrated approach to measuring SDGs

3. Papers contributing to the session
Nine papers have been received:
seven papers reporting on national experience in measuring sustainable development and the lessons that can be drawn for reporting and monitoring the SDGs
Denmark, Italy, Kyrgyzstan, Mexico, Poland, Slovenia, United Kingdom
two papers on the use of a framework for measuring the SDGs:
UNECE: mapping the SDGs within the CES framework and overview of the pilot testing of the CES Framework in 8 countries
The Netherlands: bridging the gaps by integrating the SDGs measurements within existing Staistical Frameworks
The papers provide valuable experiences for guidelines on the role of NSOs and the way forward in measuring and reporting on the SDGs.

4. Three main key recommendations
The role of NSOs should not be limited to data collecting or checking data quality; it should be strengthened as coordinators of the whole National Statistical System
Denmark, Italy, Kyrgyzstan, Mexico, Slovenia, United Kingdom
The NSOs should be involved early in the process and gained the highest political support

5. The role of NSOs should be strengthened as coordinators of the National Statistical System
set up sustainable partnerships with data producers within and outside the official statistical system, such as the private sector, academia, civil society and researchers as providers of statistics or advisers on new methods (Mexico)
explore the potential of new data sources of data, including Big Data and data modelling in parnerships with research centres (Italy, Mexico, Slovenia)
create pools of data derived from administrative registers (Denmark)
organize workshops, conferences to share the information with different partners (Italy, United Kingdom)

6. The NSOs should gain the highest political support for statistical activities and professional independence
The NSOs should be engaged early in the process
to understand government needs (Kyrgyzstan, UK)
to ensure that statistical measurability is taken into account throughout each stage of development of the SDGs (UK)
to provide to policy makers technical input and advice on achievability in terms of time horizon and quality of data (UK)
to promote open communication and mutual understanding with the policy makers (Mexico, Poland)
To reinforce the legitimity of their coordination role,
their involvment and priorities should be clearly specified at the state level (Mexico)
their official statistical programs need adequate financial resources (Kyrgyzstan, Mexico)

7. The CES framework is a good basis for SDG measurement (1)
A conceptual framework is needed (The Netherlands, UNECE, Slovenia, Italy)
to provide a coherent structure to measuring the SDGs and targets
to identify interlinkages, overlaps and gaps
to facilitate the priorization of indicators
to shorten substantially the long list of SDGs and identify headline indicators to facilitate the communication
to coordinate monitoring mechanisms between national, regional and international levels 7

8. The CES framework is a good basis for SDG measurement (2)
The CES framework should be adjusted to align it with the SDGs so that it can be used as a basis for a regional monitoring system, linking national, regional and global perspectives (The Netherlands, UNECE)
Population, transport and mobility, human rights could be added
Leisure could be deleted
Output indicators and policy-drivers indicators could be distinguished
The CES framework should be seen as a work in progress to facilitate the convergence of measurement systems for sustainable development 8

Could you give an example to illustrate how to establish a new register in core areas based on new ways of doing things and how this register could be used for measurement and follow-up of the SDGs?

How can we strengthen the role of NSIs in coordinating the production and the monitoring of SDGs with partners out of the National Statistical System in order to ensure quality of the data? (which institutional setup? how can we reinforce NSIs legitimacy? etc....)

Could you illustrate how an early involvement of the NSOs in the programming process contribute to a better monitoring? 10
