2 Subcommittee Purpose Tribal Interior Budget Council (TIBC) Road Maintenance Workgroup Established: March 2016 Purpose: Establish a workgroup of Bureau of Indian Affairs and TIBC members to analyze, record, and develop data for road maintenance budget needs.

4 Recommendations/Priorities
Encourage all tribes to get access to the Road Inventory Field Data System (RIFDS) Support for Road Maintenance Program survey to tribes for RM data Recommend BIA provide a web-based reporting tool for road maintenance data (Tribes and BIA)

5 P1: Encourage all tribes to get access to the Road Inventory Field Data System (RIFDS)
RIFDS - a database of public transportation related facilities that a tribes defines as important to their local use and further defines the use of the funding made available through the TTP tribal share calculations. Current legislation refers to this inventory as the National Tribal Transportation Facility Inventory (NTTFI). Currently, there are ~460 total users, with about ~272 tribal users for 165 tribes, the remainder are consultants and federal employees. RIFDS access requires certification of training, and background check

6 P2: Support for Road Maintenance Program survey to tribes for RM data
A tribally developed survey is near completion for availability to tribes to provide data regarding road maintenance program functions and activities This survey is the start of the data collection that can support needs, objectives and priorities for tribes implementing BIA and tribal road maintenance functions/activities Options: Tribally initiated: Immediate BIA managed: approvals needed Implementation: March 2018

7 P3: Recommend BIA provide a web-based reporting tool for road maintenance data (Tribal and BIA)
Survey tribes that perform road maintenance functions/activities on what reporting or maintenance management tools are being used Develop basic data sets that are consistent across the BIA and Tribal operations to support a data reporting solution Web-based Data submission via reports from tribes Distinction of BIA and Tribal maintenance activities Initial estimate: $17,000 per location or $3.5 M system wide (installation and training included)
