Lack of visibility to performance characteristics in L3VPN, compared with PWs which could use MPLS Performance Measurements defined in RFC6374.

Existing MPLS PM mechanisms are applicable to P2P or P2MP.
Private label itself cannot uniquely identify a specific VPN instance.
