A brief history 1989 - NRP created by the MN Legislature
- Funded through the Common Project TIF districts $20 million a year for 20 years to revitalize Minneapolis neighborhoods % for housing and housing related activities First neighborhoods “selected” to begin NRP - Program divided into two “phases” Changes to the tax structure reduced the program funds by nearly $100 million. NCR assumed responsibility for administration of NRP With today’s approvals, we thought it’d be worthwhile to offer some brief highlights of NRP and remind ourselves of the program’s history and accomplishments. _______________________ Important to note - Many cities have neighborhood planning programs, but few have dedicated the resources to the plans that Mpls has. NRP is also unique in that we work with ALL Minneapolis neighborhoods – not just “targeted” ones.

A benchmark reached With today’s approvals, all neighborhoods now have approved NRP Phase I and Phase II plans Phase I - First Plan approved - Jul 1992 Whittier - Final Plan approved - Dec 2007 Cedar Riverside Phase II - First Plans approved - Dec 2004 Seward, Powderhorn Park and Logan Park Final Plans to full City Council - Feb 2017 Nicollet Island-East Bank and West Calhoun All neighborhoods now implementing NRP plans Residential neighborhoods – does not include University neighborhood (We’ll work with them if they apply to enter)
