Economic Recovery Strategy for Wealth and Employment Creation ( ) is seen to be the genesis of formal performance management in the Kenya Public Service It set specific targets to reverse economic decline Among, others, it provided for development, introduction and institutionalization of performance based management practices in the public service Better Governance and accountability for ultimate devolution dividends to all Kenyans

Results Based Management (RBM)
This was introduced in 2004 as a means of delivering the ERS It aimed at delivering effective, efficient, ethical and targeted results for Kenyans It is a management strategy that seeks to achieve important changes in the way government agencies work with improving performance as the overall goal. Legal Basis – County Government Act 2012, section 37 CGA 2012, section 47 – Executive Committee expected to design a performance management plan to evaluate performance See sections 103, 105 Public Finance Management Act 2012 section 126 requires every county government to prepare a development plan Better Governance and accountability for ultimate devolution dividends to all Kenyans

Objective of the CPMF To promote accountability in service delivery by ensuring that tasks are performed efficiently, effectively and also economically. A Performance Management Framework provides a mechanism for the citizens to engage and evaluate the performance of their county government.
