What Made Lebanon the country with the Highest concentration of Refugees Worldwide ?
A Flood of Refugees ! Lebanon maintained its traditional open-door policy with Syria. Lebanon is caught between assisting the refugees while also wanting to prevent them from permanently resettling here.

The Legal Status of Refugees in Lebanon
Lebanon is not a Party to the 1951 Convention Relating to the Status of Refugees , or its additional protocol of Article 32 of the Lebanese law of Entry and Exit ( July 1962) Stipulates that foreigners who illegally enter the territory can be imprisoned for one month to 3 years, fined and deported . Lebanon is under Customary and peremptory obligations to protect refugee rights and insure the safeguarding of Human dignity and security.

Response In addition to maintaining its borders open to the influx of refugees before 2015, the Government of Lebanon has allowed Syrians to access the education and health systems. The Government of Lebanon has also played a very active role in facilitating the coordination and planning of the response.

Document History 16 December 2014 Plan covers the years 2015 – 2016 Program will target 2.9 million of the most vulnerable It’s a collective effort of 77 government ministries, UN agencies, National and International NGOs Funding requirements 2.14 billion$ for the overall plan to benefit 2.9 vulnerable individuals RACE: Reach all Children with Education NO LOST GENERATION Strategy

How the Lebanese Government and the Partners will Reinforce Stability while protecting Lebanon's most vulnerable inhabitants including de facto refugees ? Three Response Areas; Ensure Humanitarian assistance and Protection for the most vulnerable among the displaced from Syria and Poorest Lebanese , Strengthen the capacity of national and Local delivery Systems to expand access to and quality of basic public services Reinforce Lebanon’s economic , Social , Environmental and institutional stability

What is needed The Region needs a strong and stable Lebanon to continue to shoulder its burden and to safeguard prospects for any future peace. Resettlement outside the Region Urgent Increase of Humanitarian support to the Hosting states Combat Smuggling “STOP WAR IN SYRIA”
