Progressive – imposes a higher percentage rate of taxation on persons with higher incomes, and usually use a marginal tax rate. Regressive – imposes a higher percentage rate of taxation on low incomes than on high incomes. Proportional – imposes the same percentage rate of taxation on everyone, regardless of income.
