3. Milestones to Date
3 Early Help Hubs live from September 2015 – range of services within Early Help Hubs focusing on earlier intervention and problem solving.
PCSOs and other partners now undertaking key worker role.
MASH live from November 2015 – work ongoing to develop this approach for adults as well as families and to evolve into Public Service Hubs.
New Neighbourhoods Service implemented.
GMP considering options to reconfigure response and Neighbourhood policing.
Recognised gap between EH and Universal offer.

4. Integrated Neighbourhood Management
Universal Service – this is the level that the majority of people will access when they need contact with public services
Integrated Neighbourhood Management – this is the level that people who need more help to resolve their issues which would not typically demonstrate elevated risk but need support to access Universal services
Early Help Hubs – this is the level for people who have more complex issues that have the potential for elevated risk
and perhaps attempts to resolve them at the first two levels have been unsuccessful. They may need a key worker to support this
MAPSH – this is the level where the more complex, difficult and risk laden cases will be managed

5. Integrated Neighbourhood Management
We have 4 areas where we are looking to trial INM to deal with different types of place based issues. These are to be developed with partners:
Harpurhey - an area of high demand in which we can test the relationship between the management of place and the Early Help Hubs and MASH.
Wythenshawe – to be developed with wider range of partners as a whole area model building on the model(s) of co location already in place .
Fallowfield and Old Moat - Students - a themed issue testing out a new operating model working across GMP, MCC and the universities which allows us to test specific neighbourhood management issues.
City Centre - the city centre is a unique place which has significant demands unlike other areas. This will enable us to build on the current co-location and also to test the options for further integration and joint management across a range of agencies and partners.

Alignment of priorities of partner agencies
Community and VCS – how to engage effectively, knowing what’s out there
Things might get worse before they get better!

7. Next Steps
Work is currently underway to develop the model design for each of the four early adopter areas.
City Centre workshop taking place on 24th March. Subsequent design workshops to be scheduled.
The intention is for INM to be in place within the City Centre by September 2016, with subsequent early adopter areas to follow shortly afterwards.
The desired outcomes for INM will be determined by the issues identified within the neighbourhood in which the work is taking place and the shared objectives with partners, as the demands will vary on a place-by-place basis.
