Localizing Peace Day: A briefer on the International Day of Peace Ordinance and Resolution

Background: GenPeace GenPeace is a national coming together of youth organizations and individuals. We are a youth-led network working towards a just and lasting peace. We want to have local manifestations of supporting peace through resolutions and ordinances. For this year, GenPeace seeks LGU support for Peace Day.

Background: What’s Peace Day?
September 21: is the UN-declared (thru a UN General Assembly Resolution) International Day of Peace, Ceasefire and Non-violence.

Background: Armed Conflicts
Our country is still affected by armed conflicts until now. The conflicts are low-intensity, unconventional and protracted. The armed conflicts are in two fronts: Communist Insurgency and the Bangsamoro Struggle.

Background: Policy Environment
Internationally: Peace Day (21 September) is a UNGA Resolution (UNGA Res. 282) The UN Security Council Resolution 1325 further promotes the role of women in peacebuilding around the world.

Background: Policy Environment
Nationally: Our constitution is a constitution of peace. (Art. 2 Sec. 2) The Peace and Security Chapter of the Philippine Development Plan puts primacy to the peace negotiations not militaristic and violent options. The National Government is undergoing peace talks with the Moro Islamic Liberation Front, and is pursuing talks with the CPP-NPA-NDF.

Why should we support the Resolution?
The resolution is three-fold: 1. It promotes the Peace Day (21 Sept) 2. It supports the Peace Processes. 3. It joins the global call for a Peace Day 24-hour ceasefire EVERYWHERE* *see peaceoneday.org for more details on the Global Truce Campaign

Why should we support the ordinance?
Primarily: The ordinance simply “Institutionalizes the celebration of the International Day of Peace” in our locality. It also… provides collaboration from a broad range of sectors/groups/communities. highlights the role of youth in the celebration. Where possible, provide funding for peace day initiatives in our locality.

What’s in it for us? For conflict-affected communities the Ordinance and/or Resolution’s benefits are simple: less/no war and more peaceful communities.

What’s in it for us? For our localities that do not experience armed conflicts directly, the Institutionalization of Peace Day provides us with opportunities to: Learn more about the peace issues in the country Collaborate as a “community” through multi-sectoral, multi-stakeholder peace initiatives. Support the peace processes of the national government, at the local level.
