7 From An Organizational Perspective…
PMI’s OPM3 (similar to CMMI) has 5, levels (steps) to rate an organization’s process maturity level. (5 is the best) Boeing Corporation discovered that moving from “level 1” to level 3 (i.e. 1 ad-hoc to 3 repeatable), enabled them to accomplish double the work, in half the time, with half of the personnel. Process Assets BA Process Deliverables On multi-phased projects, Initiating processes may be carried out at the end of a phase to validate assumptions and decisions made during the development of the Project Charter. Although the project team may help with selecting and Initiating the project (including helping write the Project Charter), approval and funding are considered external to project boundaries. Project assessment should be based on valid information, lessons learned for previous, similar projects, meetings with the appropriate stakeholders to evaluate whether or not a project is feasible, or should be selected. You must ensure the key deliverables are identified based on business requirements—for the customer, and for your organization. Goals/objectives should be measurable to evaluate project success. E.g. Specific, Measurable, Achievable, Relevant, Timely. Key Performance Indicators (KPIs) evaluate the success of the project. (e.g. Meets business requirements, customer satisfaction, zero defects) Stakeholder analysis should occur early to align expectations and gain support for the project. Benefit analysis is part of this process—comparing the benefits to the costs…. Is it worth it? Although done at a high (strategic) level, linking business requirements with customer expectations is important. The appropriate stakeholders should help develop the Project Charter which is approved by the Project Sponsor, and provides formal authority for properly assigning resources to the Project Manager. The Project Charter helps provide overall commitment and acceptance for the project. During Initiating, having analytical skills, benefit analysis techniques, an understanding of strategic management, and estimating tools, and techniques can help develop a good Project Charter.
