Contribution of Institutions to the overall policy making and Information Flow
A- Government: 1. FMARF : Vet. Services , epizootic control, quarantine measures, vaccination, food safety, extension, training, planning and information, investment projects appraisal and initial approval related to the livestock investment projects. 2. SMAAR: same as above except quarantine measures, epizootic control . 3. FMFNE: Over all National Policies. Financing body for Government development plans and selection of projects and prioritization. 4. FMFT: Export/Import permission, authorization of documents. Market access issues.

5. FMST: Research, Diagnostic laboratories,
vaccine production 6. FMIC: Organize international agreements, Bilateral agreements and MOUs. 7. FMAF: Pasture & Rangeland management, integrated projects especially in irrigated schemes. 8. FMI: Promotional activities for investment, incentives; concessions & tax exemptions, final approval of investments projects in all sectors. 9. CBOS: Control Banking Systems & policies, Financial policies, Export/Import regulations, Credit conditions, rules and regulations. 10. SSMO: Set standards via Technical Committees, certifications, quality assurance

B - NGOs: 1. Sudanese Veterinary Council: Professional for veterinarians. Registration, setting quality and standards of the profession, certification. 2. Pastoralist (Producers) Trade Union: Nationwide and statewide to handle pastoralist issues and rendering services. 3. Sudanese Chamber of Commerce: Specialized sections for livestock traders – Live animals exporters – Meat exporters – Poultry producers and importers - Dairy farms.

Producers : traditional in the rural areas and modern sectors in urban areas. 2. Private companies (Livestock markets and Marketing. 3. Cooperatives: Mainly Dairy and recently livestock exporter.

1- Government policies to facilitate trade through supporting and enabling legislation, infrastructure, enabling marketing support, financial support and protecting the disease-free status. Improving the internal marketing system to enhance its efficiency. provision of Credit facilities for medium and long term livestock production programmes oriented for export, with low cost of finance and longer grace periods. In addition to enforcement of micro-finance policy.

2-At the national level, policy action is needed on measures that stimulate the adoption of productivity -enhancing practices and measures that increase investment in the rangelands on which livestock producers rely. 3-Policies that encourage organized communities to collectively manage - their grazing areas and for market access. 4-Policy actions are also needed from exporting countries to assure importing countries that livestock production meets the required standards with minimum risks to human health and animal welfare.

5-At the regional level, common polices and coordinated efforts on animal health-related regulations, common livestock trade rules and preparedness for the expected accession of the WTO, negotiation forums with E.U., African Caribbean Pacific countries (ACP) agreement. All the above mentioned are essential for the improvement of trade and producers' income on the long run. 6- New institutional reforms for traditional livestock producers . They are ineligible for formal credit sources, such as community-based micro-finance that improve the access to capital, establishment of marketing bodies etc..

7-Traditional Producers face the challenge of producing for a competitive market. Issues to be addressed are; Research – Development – Extension – Promotion – Sanitary and Phytosanitary (SPS) measures Hazard Analysis for Critical Control Points (HACCP), New Technologies, Capacity building, improvement of production and marketing infrastructure, integration of the public veterinary services effectively with the private sectors, 8- Policies towards Fisheries and aquaculture Development.

9- Boosting capacities in the livestock and meat supply chain: a. Review of policy and regularity frameworks for supply chain development. b. Market and infrastructure services. c. Policy to support public-private cooperation in establishing marketing institutions, infrastructure services, research & extension and capacity building of producer organizations. d. Develop good manufacturing practices in meat to fulfill importing countries standards.
