LEGAL ASPECT OF IV CONTRAST MEDIA

ASRT SB 571 authorizes a radiologic technologist, under the general supervision of a physician and surgeon to perform venipuncture in an upper extremity to administer contrast materials manually or by using a mechanical injector if the radiologic technologist has received specified training and education and has been issued a certificate from an approved school of radiologic technology or an instructor indicating satisfactory completion of the required training.

RADIOLOGIC TECHNOLOGY CERTIFICATION COMMITTEE (RTCC) HSC 106985(a): A radiologic technologist certified pursuant to the Radiologic Technology Act (Section 27) may, under the general supervision of licensed physician or surgeon, perform venipuncture in an upper extremity to administer contrast materials, manually or by utilizing a mechanical injector, if the radiologic technologist has been issued a certificate as described in subdivision (b).

RADIOLOGIC TECHNOLOGY CERTIFICATION COMMITTEE (RTCC) HSC 106985(b): A radiologic technologist may perform venipuncture, as described in (a), only if the radiologic technologist has received sufficient training and education, as specified in subdivision (d). The radiologic technologist shall be issued a certificate by an approved school of radiologic technology or instructor indicating satisfactory completion of the training required.

RADIOLOGIC TECHNOLOGY CERTIFICATION COMMITTEE (RTCC) HSC 106985 (c): General supervision, for purposes of this section, means the direction of procedures authorized by this section by a licensed physician and surgeon who shall be physically present within the facility and available within the facility where the procedures are performed, in order to provide immediate medical intervention to prevent or mitigate injury to the patient in the event of adverse reaction.

RADIOLOGIC TECHNOLOGY CERTIFICATION COMMITTEE (RTCC) HSC 106985 (d): Training and education is deemed sufficient if the radiologic technologist has complied with both of the following: (1) Received a total of ten hours of instruction, including all of the following: Anatomy and physiology of venipuncture sites; venipuncture instruments, intravenous solutions, and related equipment; puncture techniques; techniques of intravenous line establishments; hazards and complications of venipuncture; post- puncture care; composition and purpose of antianaphylaxis tray; first aid and basic cardiopulmonary resuscitation and (2) perform ten venipunctures under supervision.

RADIOLOGIC TECHNOLOGY CERTIFICATION COMMITTEE (RTCC) HSC 106985 (f): Nothing in this section shall be construed to authorize a radiologic technologist to perform arterial puncture. Per HSC 106985, Certified Radiologic Technologists (CRT)s may perform venipuncture within limitations. A CRT may not perform arterial puncture. A CRT may perform venipuncture if they have received specific training and only on an upper extremity to administer contrast materials.

RADIOLOGIC TECHNOLOGY CERTIFICATION COMMITTEE (RTCC) HSC 106985 (f): Nothing in this section shall be construed to authorize a radiologic technologist to perform arterial puncture. Per HSC 106985, Certified Radiologic Technologists (CRT)s may perform venipuncture within limitations. A CRT may not perform arterial puncture. A CRT may perform venipuncture if they have received specific training and only on an upper extremity to administer contrast materials.

ANSAP RA 7164 Sec. 27 (a) provides that the practice of intravenous injection (IV) by nurses requires a special training according to protocol established. The Phil. Nursing Act of 1991 provides that IV administration is within the scope of Nursing Practice

ANSAP RA 9173 of 2002 “The New Nursing Law” Stipulates that the administration of parenteral injection is a part of the Scope of Nursing Practice. Therefore, this only strengthens the need to certify RN’s to ensure competency on IVT.
