3 Erasmus + Programme The Erasmus + Programme will replace the following current programmes: Lifelong Learning Programme Youth in Action Erasmus Mundus Tempus Alfa Edulink Cooperation with industrialised countries The current Lifelong Learning Programme ends in Erasmus+, previously known as Erasmus for All or YES Europe is the new EU programme for education, training, youth and sport. It is estimated to start in January 2014.

5 Erasmus + Programme Erasmus + will be an integrated programme = based on Key Actions, rather than sectors of education as before Less fragmentation: altogether, there will be 11 actions grouped under 3 Key Actions; the LLP currently has 75 actions.. In line with the Europe 2020 Strategy aiming at a Smart, Sustainable and Inclusive Growth for Europe raise higher education attainment to 40% (32% now) reduce the share of early school leavers from 14% < 10%

6 Erasmus + Programme The new programme aims to be more cost-efficient and have more impact at the same time Target group: still the same, but more emphasis on support for teachers, trainers, information officers & youth workers because of their importance as 'multipliers‘; cooperation projects will focus more on including business as partners with educational establishments and youth organisations

Loan guarantee scheme to help Master's degree students to finance their studies abroad Creation of 400 'knowledge alliances' and 'sector skills alliances‘ Knowledge alliances are large-scale partnerships between higher education institutions and businesses Sector skills alliances are partnerships between education and training providers and businesses to promote employability by forming new sector-specific curricula and innovative forms of vocational teaching and training 14,7 billion Euros

No individual mobilities anymore (e.g. study visits) Decentralised (NA): Student mobility Staff mobility Youth Mobility Centralised (EC-EACEA): Joint Master’s degree (previously Erasmus Mundus) +/- 63% of the budget

9 Erasmus + Programme Key Action 2: Co-operation for innovation and good practices Replacement of current TOI, DOI and Learning Partnerships Decentralised (NA): Strategic partnerships (2 tot 3 years) Centralised (EC-EACEA): Knowledge Alliances & Sector-Skills Alliances IT Platforms, incl e-twinning & EPALE Support/Capacity-building for third countries +/- 27% of the budget

10 Erasmus + Programme Key Action 3: Support for policy reform
Centralised (EC-EACEA): Support for the Open Method of Coordination (indicators, studies) EU tools for valorisation & implementation (Europass, EQF, ECTS, ECVET, ...) Policy Dialogue with partner countries (= outside the EU), third countries and international organisations +/- 4,2 % of the budget

Fewer deadlines Calls for proposal in January 2014 COUNTRIES Min 3 different partners from 3 different countries Eligible: EU 28, EFTA states (Iceland, Liechtenstein, Norway, Switzerland) and acceding, candidate and potential candidate countries For some calls also ‘third countries’ & ‘neighbourhood countries’ e.g. Moldova & Ukraine

AIM Help to make people's rights and freedoms effective in practice by making them better known and more consistently applied across the EU. It will also promote: the rights of the child, the principles of non discrimination (racial or ethnic origin, religion or belief, disability, age or sexual orientation) gender equality (including projects to combat violence against women and children)

AIM EaSI will support Member States’ efforts in the design and implementation of employment & social reforms at European, national, regional & local levels by means of policy coordination, the identification, analysis and sharing of best practices Together with the European Social Fund, the Fund for the European Aid for the most Deprived and the European Globalisation Adjustment Fund, EaSI forms the fourth pillar of the EU Initiative for Employment and Social Inclusion

EURES Core activities at cross-border level financed by EaSI vs national EURES activities financed under the ESF At EU level, the EURES Portal will offer modernised self-service tools for jobseekers and employers EURES will be used to create and develop new targeted mobility schemes. +/- 18% of the EaSI budget

PROGRESS (Programme for Employment and Social Solidarity) Analysis, mutual learning and grants will continue their current activities Specific budget for social innovation and social policy experimentation +/- 61% of the EaSI budget

Microfinance facility and Social Entrepreneurship extend the support given to microcredit providers under the current European Progress Microfinance Facility provide funding for capacity-building of microfinance institutions support the development of the social investment market and facilitate access to finance for social enterprises +/- 21% of the EaSI budget

21 Horizon 2020 HORIZON 2020 The EU Framework Programme for Research and Innovation Combines all research and innovation funding currently provided through The Framework Programmes for Research and Technical Development The innovation related activities of the Competitiveness & Innovation Framework Programme (CIP4) The European Institute of Innovation & Technology (EIT5) The 5 targets for the EU in 2020 1. Employment 75% of the year-olds to be employed 2. R&D  3% of the EU's GDP to be invested in R&D 3. Climate change and energy sustainability greenhouse gas emissions 20% (or even 30%, if the conditions are right) lower than 1990 20% of energy from renewables 20% increase in energy efficiency 4. Education Reducing the rates of early school leaving below 10% at least 40% of 30-34–year-olds completing third level education 5. Fighting poverty and social exclusion at least 20 million fewer people in or at risk of poverty and social exclusion

22 Horizon 2020 AIMS Bridge the gap between research and the market; market-driven approach including creation of partnerships with the private sector and Member States to bring together the resources needed Revolutionise the way public and private sectors work together, notably through Innovation Partnerships between the European institutions, national and regional authorities and business International cooperation as important cross-cutting priority of Horizon 2020; fully open to international participation, as well as targeted actions with key partner countries and regions

one of the seven flagship initiatives of the Europe 2020 strategy for a smart, sustainable and inclusive economy with the aim to do three things: Turn Europe into a world-class science performer; Strengthen industrial leadership incl major investment in key technologies, greater access to capital and support for SMEs; Address major concerns shared by all Europeans e.g. climate change, sustainable transport and mobility, ageing population Smart growth Digital agenda for Europe Innovation Union Youth on the move Sustainable growth Resource efficient Europe An industrial policy for the globalisation era Inclusive growth An agenda for new skills and jobs European platform against poverty

strengthen remembrance and enhance capacity for civic participation at EU level Stimulate debate, reflection and cooperation on remembrance, Union integration and history Develop citizens' understanding and capacity to participate in the Union policy making process and develop opportunities for solidarity, societal engagement & volunteering at Union level

Promote education and lifelong learning Enhance social inclusion Contribute to combating poverty Improve the capacity of public administrations to serve citizens and job-seekers better

26 European Social Fund The new proposal reinforces the role of the ESF: A higher minimum share of the budget allocated to each category of regions Member States will have to concentrate ESF funding on a limited number of objectives and investment priorities in line with the Europe 2020 strategy A minimum share of 20% of the ESF dedicated to social inclusion actions More support for social innovation, i.e. testing and scaling up innovative solutions to address social needs

27 European Social Fund Greater participation by social partners & civil society in implementing ESF activities Participation by NGOs will be encouraged through capacity-building, the promotion of community-led local development strategies and simplification of the delivery system Greater emphasis on combating youth unemployment, promoting active & healthy ageing and supporting the most disadvantaged groups The Youth Employment Initiative would particularly support young people not in education, employment or training by integrating them into the labour market Equipment linked to investments in social & human capital will be eligible for support from the ESF, e.g. computers for schools
