Purpose, expectations and next steps

2 Plan of Knowledge Centre – as of July & now
A closed castle or an open interaction? A Regional Center of Excellence is to build capacity in public authorities in their dealings with IFIs in preparation, procurement and implementation of infrastructure projects, notably through public-private partnership (PPP). It was decided to create a Knowledge Centre Platform which is a virtual online Centre with strong content facilities and strong communication facilities This brings a number of advantages!

3 Our Knowledge Centre Platform
Has chances and risks CHANCES: Spatially independent Political independence Accessible more easily even without a travel, at any time Informal access will be possible Time-efficient Independence of financing of office infrastructure Can be more easily handed over to another institutional carrier RISKS: after a first peak of downloading, it might remain silent due to lack of interest – a stillborn child CA representatives are still hesitating to provide to provide their views Solution: we foresee a stepwise structure of growing attractiveness to participate

4 The scope of work to do Terms of Reference (ToR) The Knowledge Centre will be a specifically designed web portal that puts together and incorporates relevant content from a number of available systems and servers. Functionalities which may arise in the future must be foreseen. The following IT functionalities are needed: Content management system, allowing to be easily filled & maintained by Wecoop2 Accounts for project members and CA project partners, to be managed by Wecoop2 Public sections of the website and account-related internal sections of the website Communication functions such as discussion forum manageable by Wecoop2.

5 Communication on websites
2 decades of experiences … Experiences show that websites may lead to enhanced group formation among spatially distributed persons, if (and this is an important criterion) the group meets face-to-face sufficiently often to build trust and partnership on the personal level – as is done among all humans the group processes occurring online are managed. v v v v v v v v v v v v v v v v REAL

… On the web platform may have 2 forms: “Regional cooperation” type communication “Bankomat” type communication We will start with “download only” true dialogue & interaction will increase reflection (of project proposals) will come at the end, if successful.
