Purchase unidentified quantity/delivery over time Usually value ($amount) caps and end date (with options to extend the contract

4 GWAC Pre-competed, multiple-award, IDIQ contract that is used to by IT solutions (products and services) Streamlined ordering Saves time and money OMB directs agencies (such as NIH, GSA) to create GWACs that ALL government organizations can use Determination and Findings necessary to use

5 SBIR Funds R&D by small businesses (<500 employees)
Largest source of early-stage technology financing Small Business Administration >$2B annually Company must fulfill identified DoD R&D need and have ability to develop into product or service for commercial or defense

6 STTR Similar to SBIR Provides up to $850K in early stage R&D funding to small companies working with Universities/R&D institutions (eg. AFRL) $100M annual funding Both programs designed to: Stimulate tech innovation Increase private sector commercialization of Fed R&D Increase small business participation in Fed-funded R&D Foster participating by disadvantaged/minority firms in tech innovation

7 OTA Instrument used to engage industry in research and prototype projects (with option for production) Prototype: “a physical or virtual model used to evaluate the technical or manufacturing feasibility or military utility of a particular technology or process, concept, end item, or system” WIDE OPEN definition Services can execute OT up to $250M (>$250M AT&L approves) Should be competitively awarded—no guidance what that means Benefits Greater speed, flexibility, accessibility Promotes engagement

8 OTA (2) Eligibility: Non-traditional Defense Contractor
Not currently or has performed for at least 1 year a contract/subcontract for DoD Small business Traditional Defense Contractor, but at least one applies: At least one non-traditional contractor is participating at a “significant” extent Supplying new key tech; significant effort, causing material reduction or increase in performance Provides a financial or in-kind cost share (1/3 cost share) Written determination that exceptional business circumstances justify use of OTA

9 BAA Request for scientific or research proposals from private firms
Traditional SOW may limit creativity May advance science or experimentation Proposals w/ varying tech/scientific approaches are possible The proposals may lead to contract Proposals are based on peer or scientific review

10 BPA Filling repetitive needs/supplies
Reduces admin costs to purchasing small quantities Increases speed
