2 Mission Statement-Emergency Preparedness
The Emergency Preparedness Mission of California State University Dominguez Hills shall be to develop, organize, coordinate and lead the campus toward effective preparation for, and efficient response to, emergencies and disasters with the primary focus on saving lives, reducing human suffering and the minimizing of property loss and academic services.  To accomplish these tasks, the University will: Develop plans and procedures to ensure the highest levels of mitigation, preparedness, response, and recovery; Maintain a comprehensive, risk-based, multi-hazard emergency management and training program addressing the safety and security of the students, faculty, staff, and visitors; Coordinate with federal, state, and local resources for securing of agency services to maximize the support of the University’s effort in minimizing disruption of academic programs, controlling losses, attempting to maintain operations and essential services; Assist the neighboring community in disaster recovery efforts once the University’s needs have been addressed.

President - responsible for maintaining emergency management program Defines responsibility of the emergency management program Designate: Emergency coordinator Train on: ICS, SEMS, and NIMS Develop: emergency operations plans (EOP) Training: Tabletop Functional exercise Full-scale exercise Campus Building Evacuation drill *** Chancellor’s Office Emergency Operations Audit- April 2017 *** This is what drives our program…………(Self Explanatory) – Just Read the bullet points. ** Mention: “We were just audited by CO in this area !!” Addt’l: EOP – Annual update to Basic Plan – as posted on website Tabletop – should be done once a year Functional – Done every other year – slotted for end of 2018 following tabletop exercise in February 2018 Full-Scale – should be done every 5 years, we have done them every 2 years: 2015 and 2017 Campus Building evacuations drill – conducted at least annually Both State certification courses delivered to campus – normally $12-18k per course to put on SEMS Combo Course – ICS, SEMS & NIMS Training ICS/EOC Interface Workshop – Table top exercise

Emergency Operations Center (EOC) Incident Command (Field) Executive Committee Incident command & management operations Directs operations - tactical Typically, one ICP is established for each incident SEMS and NIMS Strategic Coordination of Support and resources for incident Collect, gather & Analyze Data Not tactical SEMS and NIMS Delegation of Authority and Policy Provide policy direction & effective leadership Incident Command System (ICS):    Field-level emergency response based on management by objectives.    Multi/ Inter-agency coordination,    Mutual aid.           Emergency Operations Center (EOC) carries out the interagency coordination through: Information collection and evaluation. Priority setting. Resource management. Decision making Transition to Business Continuity Executive Committee: Coordinate with EOC and CO Policy decisions Approve Funding Expenditures Press Release

Multi-Agency Active Shooter Training on Campus (Over 100 Participants) University Police Los Angeles County Sheriffs Los Angeles County Fire Department Emergency Management Campus Volunteers Full Scale Exercise: Interagency response to Active Shooter scenario on campus UPD, LASO, Fire Department, Emergency Management, and Campus volunteers Unified Command - UPD, Fire Department, and LASO Checked for Interoperability of Communications Practiced creating a “Warm Zone” for FD rescue of victims Officers responded in mixed teams UPD and LASO Used “simmunitions” (paint guns) inside of SAC 1 which was slated for demolition LASO landed rescue helicopter on Activity Field Fire Department practiced triage and rescue.

The Great California Shake Out Mass Notification Drill : Drop-Cover-Hold Evacuation On campus disaster supplies Water Food MOU with Locker Student Union Emergency Management Accomplishes (3) Things During this Annual Drill: Test the mass notification systems - Toro Alert and Roof Top Speakers, Campus practices earthquake drill - Drop, Cover, and Hold, and Campus practices Evacuation Drill as mandated (annually). On-Campus Disaster Supplies 3-day supply (approximately) of Food and Water per CO Audit - Ordered MOU with Loker Student Union for food and water during emergency - Signed

New employee orientations New student orientations Emergency preparedness website Campus emergency information sessions (each semester) Emergency operations plan (web site) UBI Workshop Fire extinguisher training American red cross first aid/cpr/aed certification Department training (per request) Floor warden Program Emergency Operations Center - staff certification Campus website – PDF’s, videos, pamphlets, flyers, contact information Department staff training to Housing (RA’s), Library, Faculty & all other requests we facilitate Campus sessions – Stay Safe DH offered every semester for faculty and staff UBI Workshops – Fire extinguisher training, First Aid/CPR/AED & Emergency Preparedness information session. Fire Extinguisher training – collaborated with Risk Management to deliver training to Housing (RA’s) and Floor Wardens. ARC training offered every semester beginning last fall. Also, have conducted individual department certifications Floor Warden meetings – meetings conducted every other month. Off months substituted with training opportunities or building assessments. Radio checks done monthly. EOP – Guiding document for all phases of emergency management EOC training is compliant with SEMS and offered through California Specialized Training Institute (CSTI) Our Emergency Manager is an Outreach instructor & capable of delivering state certifications to staff on campus Type III credentialing of EOC Staff – first in CSU & set a standard Type III is when capabilities exceed initial attack & may have multiple operational periods – (Still local incident) SEMS Combination course - g606 Incident command system (ICS) & emergency operations center (EOC) interface workshop - g11

ToroAlert is an Opt-out program.
