BTEC L1 Award in Health and Safety in a Construction Environment Revised unit approved by working group, note the inclusion of two new assessment criteria: Will include amended assessment guidance. New spec and assessment workbook to follow shortly (aiming for Dec 17)

10 Qualification Updates – Assessment Strategies
New Consolidated Assessment Strategies for NVQ From August 2017: minor change to incorporate new requirements for Thermal Insulation – occupational competence of assessors From January 2018: A separate Plant Operations and Controlling Lifting Operations Assessment Strategy introduced; new requirements for workplace evidence & skills tests for experienced workers Plant / Lifting Centres should still use Dec 2016 version until 01/01/18 which contains Plant/ Lifting annexes Versions uploaded to our Construction qualifications site, but also available here:

For Extending all quals approaching review date These extensions allow continued use in SASE apprenticeships ..and inclusion in reformed frameworks, where they meet the standards ‘Total Qualification Time’ being assigned to all quals from 2018 (Ofqual requirement) Selected qualification withdrawals are planned by end of 2018, where demand is low

To meet DFE Technical Certificate measures & graded P/M/D Designed with employers and industry bodies, for 16+ learners to enter specific construction employment/ apprenticeships Instil ‘work readiness’ behaviour & attitudes, develop technical skill Mapped to emerging Trailblazer Standards Aligned to Professional Body- approved CBE curriculum and underpinning knowledge & skill of NOS where applicable* *simulated performance not assessed in workplace

Three qualifications for three trades: ‘Technical Diplomas’ in Carpentry, Brickwork, Painting & Decorating ‘Investigating Approaches..’ – Develop knowledge & understanding of methodology, materials, quantities, interpreting specs, understanding health and safety requirements & professional behaviour ‘Skills’ units (2) - e.g. Brickwork & Blockwork – develop the skills to plan, prepare, construct walls from brick & block, single leaf, cavity walls, Experiencing the (Bricklaying) industry – explore employment opportunities and organisations, prepare for employment Trade Skills (external)– e.g. Prepare a brickwork project from a given brief, apply brick & blockwork skills to produce the product and review quality of finished product External assessment is an extended practical task, completed over 11 hr. supervised period, set and marked by Pearson

New qualifications – BTEC National 2017 Why choose BTEC Nationals in Construction? Higher Education believes in BTEC Nationals In 2015, 1 in 4 students who got into UK universities did so with a BTEC (Source: UCAS Progression Pathways, January 2016) out of 5 BTEC students go on to receive a First or Second class degree (Source: London Economics, 2013) The fastest growing routes to HE are with a BTEC (over 16%), or a BTEC/A level mix (over 7%) (Source: UCAS) Employers believe in BTEC Nationals 90% of BTEC students are employed full time after graduating (Source: London Economics, 2013)

22 Reform and Funding High pace of government-led vocational education reform continues.. DFE Entitlement Funding remains a key focus for Pearson, e.g - Pre-16 ‘Tech Awards’ (BTEC First) - Post 16 funding L2 for new Technical Certificate measures - Some continued entitlement funding remains for legacy offer (former QCF) L3: ‘Tech level’ measures met by new BTEC Nationals Learner loans for L3-6 for approved qualifications From 2020: Sainsbury’s Skills Plan recommendations adopted for 16+ learners & routes to employment Apprenticeship ‘Trailblazer’ reform including big new focus on Degree Apprenticeships (to sign up to funding news)

23 Post-16 TE reforms: The two options
Every young person, after grounding in core academic subjects and broad and balanced curriculum to age 16, presented with two options post-16: Academic option Technical option To include Applied General vocational qualifications as well as AS/A levels. To prepare individuals for skilled employment which requires technical knowledge and practical skills, will have two modes of learning: ‘College-based’ ‘Employment-based’ (apprenticeship) Appropriate bridging courses to make movement between the two options easily accessible. Note on Work Placements: Requirement for a 50 working day placement (min 315 hours in 18/19

25 Post-16 TE reforms: Overview
Post-16 Skills Plan (July 2016), same time as Sainsbury Review on which it was based. Continuing towards separation of ‘academic option’ and ‘technical option’. Technical option to have two modes of learning – ‘college-based’ and ‘employment-based’. 15 technical routes, each broken down into a number of occupations. Industrial Strategy (January 2017) reiterated ‘creation of a new system of technical education’. Spring Budget (March 2017) committed budget from to for implementation. Technical and Further Education Bill (April 2017) - expansion of Institute for Apprenticeships (IfA) to cover technical education, approve standards and qualifications, and groups to develop them, own standards and copyright of qualifications, power to issue certificates - becomes IfATE (Institute for Apprenticeships and Technical Education). ‘Small’ number of providers will deliver in 2020 and 2021 – with Building Services Engineering going live from 2020

Transition to ‘Trailblazers’ in summary Government has implemented a phased programme of withdrawal (Some low volume SASE frameworks removed, those where replacements available to cease soon) Certain Trailblazer standards now live (specialist e.g. Rail Design, Transport Planning, Civil & Building Services Technicians, Utilities, Property Maintenance) BUT development progress is slow for major craft trades. Some CITB intervention to progress Many standards still specify NVQ to ensure consistency with NOS & CSCS etc 32

Illustration by Tang Yau Hoong) Funding for qualifications Funding cannot can be used for the registration/examination/certification costs of non-mandated qualifications Funding can be used for some or all of the delivery where there is clear overlap between this training and the knowledge, skills and behaviours needed for the apprenticeship standard. Employers need to cover the costs of registration/examination/certification costs. Employers could cover costs of delivery where there is no overlap

37 End Point Assessment Delivery Models
Description Considerations Direct Delivery Procurement of “off the shelf” End Point Assessment for a specific standard. End Point Assessment service covers all independent assessment requirements None Partnership Delivery contract-in occupationally - competent assessor resources from a partner organisation to deliver EPA on behalf of Pearson Pearson would be accountable for the EPA and would provide all other aspects within its role (e.g. assessment tools, specification design, resources, standardisation, assessor training etc) Assessors must not be linked to any on-programme delivery of the apprentice Assessors must be employed within a separate organisation o separate legal business entity (e.g. a separate organisation with a separate team to deliver assessments)
