The Milestone Reporting Portal
Purpose: As part of the summit implementation (Mine Health and Safety Summit 2014), stakeholders have agreed to develop an electronic system for the collection, reporting and monitoring of the Summit Milestones targets agreed by the stakeholders of the mining industry.

Scope and applicability:
System implementation will enable the following features: Mines to access the system for reporting Allow users to access the system Registering of mines into the system – first time users Management of system access Reporting system workflow from capturer to mine general manager/approver Reporting workflow from the nurse to doctor to GM Retrieval of reports by mines Consolidation and maintenance of the reports by MHSC System procedure manual/guide. Train the trainers on the solution. Integration to other systems – and MHSC and DMR Website for related links

Functional Requirements
System must provide capturer with completion progress while they are capturing, e.g. 15% complete. User must be able to capture various sections of the report on different days until all sections are completed. It must be easy to identify those as pending tasks with less or not duplications. The reporting screens must allow for addition of description/note to the report fields, for user’s information. The system must simplify the existing reports for all users MHSC administrator must have access to load all the mines that request access to perform reporting Managers must be able to view and print all their approved reports from the system Approved reports must be submitted to the MHSC reporting system within a minutes with acknowledgement or receipt The system must be available during working hours System must cater for additional reporting documents – for reference b user, with in the system Ability to print the blank template from the system If doctor service more than one mine, they must have separate system identities for each mine. System must produce the acknowledgement and reference upon the submission of the report

The system must notify the approver when there are reports to check or approve – via email
Certain information in the report must be hardcoded as per registered details - to avoid user error, e.g. Mine Group, Mine name, DMR Mine code, Main commodity, etc System must warn and stop capturer from submitting incomplete report System must allow capturer to capture and save different sections of the report in any order. These sections must be clearly separated and marked The incomplete reports must be clearly marked and stored in capturers screen or pending tasks for easy access System must be able to track duplication if the capturer tries to capture for the same period of reporting. Narrative box must allow further classification into a drop down list, for selection. System must allow mines GM edit the rejected reports from MHSC validator

ACCESS CONTROL Req1 Section and Section 13 appointee access should be linked to the mine Req2 When a section 12.1/13 log in, his/her details should already populate Req3 Section 12.1 appointee can only capture data for a mine where she is registered as a user. Req4 Doctor/Section 13’s details may be linked to up to 5 mines. Their access should make it easy for them to choose which mine they are reporting for. That selection should be able to prepopulate that mine’s general details. System must be clear which mine they capture or report for.

Req5 The section 3.1 appointee should be able to verify and submit reports for his mine and Section appointee for several mines. Req6 Section 3.1 and 4.1 appointee access should prepopulate the correct mine details depending on the selection of the report to approve. The report should remain the report for the mine that it was originally captured for. Req7 The system must clearly correctly separate mines report, per access granted. Multiple access to one user should be clearly segregated and controlled Req8 MHSC reporting team have similar access and must not be able to edit the reported data They must be able to write their own report without editing the underlying mine data Req9 System administrator/Registrar must have access to provision access to mines Create access Deactivate and Re assign access to different user Req10 The system must cater for up to 4000 users
