Affidavit Info Player/Manager/Coach Ejection
Ejection must be noted on space provided. Should be populated by official scorekeeper IN PEN (No Pencil) Players ejected stay in the dugout for remainder of game Managers/coaches MUST leave the SITE Ejections result in 1 game suspension CANNOT BE AT THE GAME SITE

Safety Do NOT handle bats in the dugout
ALL catcher’s masks MUST have a dangling throat guard regardless of style Offensive players keep helmets on while on the field (even during time out) includes coming out to retrieve a bat Thunder & lightning policy Any lightning seen or thunder heard - 30 minute delay TEAMS MUST GO TO THEIR CARS (not in the dugout) Any new thunder or lightning resets the 30 minute clock (umpires manage) Stay on site until umpires release you. Player’s need permission from umpires to leave for the restroom (go in pairs)

Safety Batting Helmets & Catcher’s Helmet must meet NOCSAE
No stickers or paint on helmets without a manufacturers letter Male catcher’s must wear a cup Player’s acting in the “capacity of a catcher” must wear a catcher’s mask with a DANGLING THROAT GUARD. Warming up a pitcher Catching infield Catching for a coach hitting fly balls NO JEWELRY (EXCEPTION: Medical alert jewelry, which is permissible) Regulation III (d) 2 Note 3 – Concussions If a medical professional, umpire, player’s manager/coach, parent determine a player may have sustained a concussion you MUST remove the player from the game for the day.

Expectations on Game Day
Lay all your equipment out (Bats, helmets, catcher’s gear) when you get to your dugout BASEBALL – If you have a un-stickered Composite Barrel bat you are required to bring the approved list with you in order to approve the bat for play. Umpires will ask you if you accept field for play (managers encouraged to walk fields) Managers and coaches should be IN the dugouts except base coaches. 1 adult MUST be in the dugout AT ALL TIMES Only Manager’s (not a coach) can discuss calls with umpires. Manager (not coach) to be present at plate conference. Bring extra balls to be safe (more than the minimum)

New Rules in 2017 BASEBALL ONLY Minor and Major Baseball Divisions
Allows a defensive team to intentionally walk a batter in Minor and Major Divisions Summary: Prior to a pitch being thrown, the defense elects to “Intentionally Walk” the batter by announcing such decision to the plate umpire. NOTE 1: Such notification must be made by the defensive manager. The manager must request and be granted “time” by the umpire and then inform the umpire of the defense’s intent to walk the batter. NOTE 2: The ball is dead and no other runners may advance unless forced by the batter’s award. Four (4) pitches will be added to the pitch count.

Regulation I(b) and Tournament Manager and Coaches Beginning with the 2016 tournament season, League Presidents may be eligible to be selected by local league Board of Directors as tournament team manager or coach with written approval from their respective District Administrator. Special Pinch Runner Twice a game but not more than one time per inning, a team may utilize a player who is not in the batting order as a special pinch-runner for any offensive player. A player may only be removed for a special pinch-runner one time during a game.

New Rules in 2017 BASEBALL & SOFTBALL After entering the batter’s box, the batter must remain in the box with at least one foot throughout the at bat. Exceptions: On a swing, slap, or check swing. When forced out of the box by a pitch. When the batter attempts a “drag bunt” in Baseball [or attempts a “slap” or “slap bunt” in Softball] When the catcher does not catch the pitched ball. When a play has been attempted. When time has been called. BASEBALL: When the pitcher leaves the dirt area of the pitching mound or takes a position more than five feet from the pitcher’s plate after receiving the ball or the catcher leaves the catcher’s box. SOFTBALL: When the pitcher leaves the eight foot circle or the catcher leaves the catcher’s box. On a three ball count pitch that is a strike that the batter thinks is a ball. Penalty: If the batter leaves the batter’s box or delays play and none of the exceptions apply, the umpire shall warn the batter. After one warning on a batter, the umpire shall call a strike. Any number of strikes can be called on each batter. Minor/Major Division Baseball and All Softball Divisions: No pitch has to be thrown, the ball is dead, and no runners may advance. Intermediate (50-70) Division/Junior/Senior Baseball Divisions: No pitch has to be thrown and ball is live. NOTE: The batter may return their position in the batter’s box and assume the new count at any time during the at-bat, unless such enforced penalty is the third strike.

New Rules in 2017 SOFTBALL ONLY Playing Rules:
Regulation VI(c), Playing Rule 3.03(c), and Tournament Rule 4 & 10 Softball Junior, Senior, and Big League: Summary: This allows players within the Junior, Senior, and Big League Softball divisions to be replaced on the pitcher's plate and return to pitch, even if removed from the game, providing they meet the substitution, charged conference, and mandatory play rule(s).

New Rules in 2017 BASEBALL & SOFTBALL Playing Rules:
The stealing and relaying of pitch selection and location is considered unsportsmanlike. If, in the judgment of the umpire, this behavior is occurring, both the player and the manager may be ejected from the game. Tiebreaker Procedures and how to calculate the Runs-Allowed Ratio. The total number of runs given up in all pool play games played by that team, divided by 6 innings (per game) for Little League and below (7 innings for Intermediate (50-70) Division/Junior/Senior League). This provides the Runs-Allowed Ratio. The Runs-Allowed Ratio is used to advance ALL teams after it is determined that head-to-head cannot be used.

12 players or less at game time – 1 At-Bat and 6 CONSECUTIVE defensive outs 13 or more players at game time – 1 At-Bat 10 run-rule in effect Majors and below - After 4 complete (3 ½ with home team up) 50/70 & Juniors - 5 complete (4 ½ with home team up) Substitutions Report to Scorers table (use numbers to report not names) A starter once removed cannot return until the sub has met minimum play Any player removed can only re-enter in the same position in the line-up A starter and his/her sub cannot be in the line up at the same time (locked together) Once both players have met minimum they can be entered/removed at will but only for each other. Key Tournament Rules Majors and below no on deck batter (OK in Juniors) In between innings batter takes swings on THEIR SIDE OF THE FIELD 60 Seconds between innings – keep the players hustling! Time outs/Trips 1 Offensive time-out per inning 2 visits per inning, on the 3rd the pitcher must be removed 3 visits per game, on the 4th the pitcher must be removed Special Pinch Runner The SPR must be someone NOT in the lineup. A SPR can be used once per inning and a MAX of twice per GAME (New 2017). You can only run FOR a particular player ONCE per GAME. The SPR can be the same player over and over as long as he/she is out of the line up.

On initial run down batter-runner MUST use orange base Fielder MUST use white base On multiple base hit batter-runner can touch either base Uncaught 3rd strike Batter-runner can use either base and so can fielder Communication with people outside the fence is not allowed Appeal Plays (Missed bases and failures to tag up are appeal plays) Appeals must be executed by tagging the base or runner in question and making it unmistakable that the intent of the tag is an appeal. Ball must be live Runners may advance at their own risk during an appeal play. Runners leaving early on the pitch is NOT an appeal play – Umpires’ Judgement

Key Tournament Rules Protest Rules Rule interpretations
Must be resolved before the next pitch or play Ineligible Pitcher or Player Must be made as soon as facts become known to complainant, but no later than the start of the next game for either team. Mandatory Play Must be made before umpires leave the field. Chain of command: Umpires Tournament Director District Administrator Eastern Region (Bristol) Williamsport. All rulings from Williamsport are final.

Baseball “Threshold” Rule
Regulation VI (d) Exception – Pitch Count (Threshold Rule) If a pitcher reaches a day(s) of rest threshold while facing a batter he can finish that batter and still observe the days rest of the threshold reached during the at-bat Example – A batter steps into the box, pitcher has thrown 18 pitches. If the batter takes 6 pitches during his at bat and the pitcher is removed he is considered to have been removed at the 20 pitch count threshold (No rest required) NOTE the Official scorekeeper’s Pitch count is THE official pitch count. If you are close to a threshold ASK the scorekeeper what they have before it’s too late. Pitcher to Catcher/Catcher to Pitcher
BASEBALL ONLY Catcher to Pitcher - Any player, who has played the position of catcher in four (4) or more innings in a game, is not eligible to pitch for the rest of that calendar day. (Regulation VI (a) Exception) Pitcher to Catcher – Any player who pitches 41 or more pitches in a game is not eligible to catch for the rest of that calendar day. (Regulation VI (c) NOTE) THERE IS NO “THRESHOLD RULE” FOR THIS REGULATION IT IS A HARD FAST RULE 41 PITCHES OR MORE AND THE PITCHER CANNOT MOVE TO CATCHER FOR THE DAY. Brad

SCHEDULES Due to the tight tournament schedule (96 games in 26 days) the schedule as you see it on the district website is final. The District Administrator or district staff will cancel games 2 hours prior if weather conditions warrant otherwise EXPECT TO BE AT THE SITE. Cancelation will be communicated via RainedOut service ONLY. Games will be rescheduled at the discretion of the district staff based on site availability and umpire availability. Continuously bad weather may result in the district moving to a SINGLE ELIMINATION TOURNAMENT. This decision will be made by the District Administrator and staff in concert with Regional Headquarters.
