2. SLP PD Policing Model Presentations
Session 1: Community Oriented Policing model, procedural justice, officer hiring standards including recruitment, hiring and training
Session 2: Review of police department policies and procedures regarding biased policing, citizen contacts, use of force, vehicle pursuits and current policing issues involving immigration and de- escalation
Session 3: Examples of current issues facing officers, including difficult citizen contacts, mental health crisis calls and use-of-force training. This will be an interactive session for council with a demonstration of the training system used by officers

3. What we will cover tonight
Review an officer involved shooting from 2004
How critical incidents / officer involved shootings are investigated
Review a recent incident of a suicidal juvenile with a knife
Imagine what could have happened if things had turned out differently
Jacque Larson and Bob McNany will discuss how we can work together to effectively handle a critical incident

4. The Initial Call Wednesday June 2nd, 2004 at 0137 hours
Proactive patrol; car alarm activated
Officers were dispatched to victim’s residence
Suspect drove by residence waving at police officers
Officers attempted to conduct a traffic stop
Officers did not pursue suspect who fled at a high rate of speed
Suspect returned to residence and murders estranged wife’s father
Officers arrived on scene and attempted to apprehend the suspect
Suspect fled the scene and pursuit ensues

5. 13.1.2 When to Initiate a Vehicle Pursuit
A pursuit may be initiated when:
a) State law and department policy permit the use of deadly force; and
b) When there is a reasonable expectation of apprehending the suspect.

6. The Pursuit The suspect fled westbound on Minnetonka Blvd.
Dispatchers are managing radio communication and incoming 911 calls
Suspect returned back to the victim’s residence for a 3rd time
Suspect threw his dog out of his vehicle
A spike strip was deployed at Louisiana Ave. and W. 27th St.
Suspect continued to flee northbound towards Golden Valley

7. The Fatal Encounter
Suspect drove into the park North of Louisiana and Laurel and shots were fired
Suspect drove out of the park and stops perpendicular to squads
Suspect drove his vehicle full speed into the driver side of a squad
Officers stop the suspect by using deadly force
I received a gun shot wound to the leg
First aid was given to officers and the suspect
The suspect was pronounced dead at the scene

8. Graham vs. Conner
The court identified THREE KEY FACTORS based on the actions of the subject to determine the reasonableness of use of force:
The severity of the crime
Whether or not the suspect poses an immediate threat to your safety
Whether the suspect is actively resisting arrest
Whether the suspect is attempting to evade arrest by flight

9. Critical Incident / Officer Involved Shooting Investigations
Render medical aid
Secure the scene and preserve evidence
Notify Police Command Staff
Public safety questions
Type of force used by the officer and the threat presented by other involved parties
Direction and number of shots fired
Location of any injured persons
Location of any unsecured weapons
Description of at-large suspects, their mode of travel, elapsed time and weapons available to them
Any further information that would help secure officer and public safety and assist in the apprehension of suspects

Separate and remove officers involved from the scene
Assign peer support officer
Contact Legal Defense Fund Attorneys
Medical evaluation of officers involved
Determine Investigating Agency, (IA)
Hennepin County Sheriff’s Office
Bureau of Criminal Apprehension

12. Louisiana Court Suicidal Juvenile
, Juvenile male reported to have made threats that people were going to die. Located on Louisiana at the Oak Park Village pedestrian bridge with an axe in his hands. Officers were able to get him to drop the axe and he was placed on a Health and Welfare Hold
, Juvenile male reported to have made threats of suicide to his mother at home. Juvenile was placed on a Health and Welfare Hold
, Juvenile male reported to be suicidal. Located in the cul-de- sac at Louisiana Court. When ordered to show his hands the Juvenile brandished a large butcher knife, stated he was going to charge officers and he wanted to die
