Aims and Objectives Aim – To understand the role of the Temporary Works Co-ordinator Objectives Recognise the responsibilities of the Temporary Works Coordinator Incorporate advice from the HSE on Temporary works. Recognise the role of the Temporary Works Supervisor.

Temporary Works Co-ordination
Appointment of the Temporary Works Co-ordinator. On any construction job, it is the responsibility of the Project Manager or the Site Manager to appoint a Temporary Works Co-ordinator. The Temporary Works Co-ordinator as with all appointments needs to be competent. Definition of Competent? Has the necessary qualifications and experience to fulfil the role.

The HSE have advised on the Qualifications. It is essential that those selected to act as TWC are competent with relevant up-to-date training, and experience and qualifications appropriate to the complexity of the project. Ideally a TWC would: Have experience of the relevant types of temporary works. Have completed formal TWC training. Hold a Degree / HND in civil/ structural engineering. Be a Chartered Civil / Structural Engineer Although a Chartered Civil or Structural Engineering qualification is desirable, the numbers with these qualifications and with experience of the co-ordination of temporary works, is unlikely to be sufficient to provide cover for all projects. The key attributes of a competent TWC are in order of priority, relevant experience, formal TWC training and professional qualifications. TWCs should have the competence and authority to be effective. (HSE 2010)

Remember the Code of Practice for Temporary Works The appointment of a temporary works co- ordinator (TWC) should be the first operation in a chain of events culminating in the construction of a temporary works scheme Define – Co-ordination “Orderly combination”, “to set in order” or to “arrange”.

Responsibilities of a TWC Co-ordinate all Temporary Works activities Communicate with all parties involved Ensure design briefs are prepared Ensure Temporary Works are designed and checked Ensure Temporary Works are erected /used/dismantled in accordance with the documentations Issue permits to load / dismantle Keep Records.

Responsibilities Co-ordinate all temporary works activities including those of sub contractors (this includes making sure the proper temporary works procedures are carried out) Make sure the various responsibilities have been allocated and accepted

Responsibilities Make sure a design brief has been established with full consultation, is adequate, and is in accordance with the actual situation on site. The HSE recommend the TWC to also have to authority to stop any construction work from taking place, if they are not satisfied with the either the design or the standard of work being carried out.

Responsibilities Where appropriate, make sure the design is made available to all interested parties. This will include the permanent works Engineer who should also be sent items such as demolition method statements. Liaise with the CDM Co-ordinator for the project Maintain records, record drawings, calculations, risk assessments and other relevant drawings

Responsibilities Ensure those responsible for on site supervision receive full details of the design, including any limitations associated with it. If in doubt as to whether a load is within criteria ask someone! Ensure that checks are made at regular and appropriate stages that cover all the critical factors.

Responsibilities Ensure that any proposed changes in materials or method of construction are notified to the designer and appropriate action taken. Make sure the loading to be applied on site is that taken in the design, and the foundations are as taken in design. Make sure any agreed changes, or corrections or faults are correctly carried out on site. Make sure that during use all appropriate maintenance is carried out.

Responsibilities After a final physical check issue a formal permit as appropriate. Permit to Load Permit to dismantle Permit to proceed with demolition Permit to proceed with excavation These are issued to the manager in charge of that part of the works. He may subsequently issue to a subcontractor

Responsibilities If for some reason the TWC does not consider himself competent to check a particular scheme he is to organise for someone who is qualified to check the work. Where subcontractors are employed the duties of the TWC are unchanged. The main contractor must monitor the subcontractors activities to ensure compliance. A TWC must agree with the project manager how his position is delegated during periods of absence

Control of Temporary Works There are four stages to all temporary works. First they are designed and checked. Secondly they are installed. Thirdly they are then loaded. Finally they are dismantled.

Design A design brief should be prepared as this is the starting point for any decisions, design calculations and drawings. Anyone concerned with the construction should contribute to the design brief. The design can be done by any Competent person. (Qualified and Experienced) The TWC should make sure the design has been checked appropriately and does conform with the actual site requirements. Good communication skills are essential to make sure this happens smoothly and correctly.

Design Brief Items that are generally required for this will include:- All necessary permanent works drawings. Site investigation details / foundation information. Statement with sketches of what is required Loading information if applicable Permanent works Specification where applicable Limitations! Programme/loads/space etc. Design Standards or Guidance documents Advice as to when the design is required.

Co-ordination and Communication Work on site should be the subject of careful direction, supervision and inspection to ensure the temporary works is constructed safely in accordance with the agreed design, and using the agreed materials. TWC should check the following Method Statements, necessary risk assessments and safety control measures have been carried out Erectors are in possession of all working drawings Supervision procedures are in place All persons involved in the temporary works have been briefed and know of the Temporary Works Procedure

Erection of Temporary Works. Check ground conditions and foundations prior to erection. Check loads onto permanent structures Check materials are suitable Safety is everyone's responsibility, with careful planning, risk assessments, training and use of competent supervision, the number of accidents should be reduced.

Loading of Falsework BS 5975 Code of Practice for the Temporary Works procedures strongly recommends for both Civil Engineering and Building Projects a formal written “Permit to Load” procedures for the falsework is used on all sites to avoid accidents.

Dismantling of Falsework BS 5975 Code of Practice for the Temporary Works procedures strongly recommends for both Civil Engineering and Building Projects a formal written “Permit to strike” procedures for the falsework is used on all sites to avoid accidents and overstressing TWC should ensure there is an agreed and approved method statement for the dismantling of the works. TWC must also check this procedure is being adhered to on site.
