Roles & Responsibilities
Professional Architect in Ontario Highly trained professionals bound by regulations made under the Architects Act. Scope of work may include the preparation or provision of a design, evaluation, advising on or reporting on, or general review of the construction, enlargement or alteration of a building. Professional and ethical responsibility to serve and protect the public interest.

Roles & Responsibilities
Professional Engineer in Ontario A licence holder having a high standard of engineering knowledge, experience, and professionalism. Bound by the Professional Engineers Act. Responsibilities may include any act of planning, designing, evaluating, advising, reporting, or directing that requires the use of engineering principals associated with safeguarding lives, property, economic interests, the public welfare or the environment. Professional and ethical responsibility to ensure public safety.

Roles & Responsibilities
Building Official Person appointed by the council of a municipality to enforce the Building Code Act (BCA) and the Ontario Building Code (OBC). Represented by Chief Building Official, supervisors, managers, inspectors and plans examiners within a municipality. Legislated and ethical responsibility to act honestly, reasonably, and professionally in the discharge of duties to ensure safety of building occupants.

Common Themes Commitment to public and building safety.
High degree of technical knowledge within the specific area of expertise. Ethical and professional conduct. Provide services to a range of clients in a variety of building types. Balancing act of maintaining consistent and high quality service level that meets the legislated requirements and is sustainable (i.e., within budget). Application of risk management principles.

Municipality Challenges with Projects Involving Professionals
Lack of clarity within current edition of BCA/OBC regarding requirement for professional design. Lack of coordination between consultants (no designated coordinating professional). Wide range in quality of permit application submissions. Wide range in quality of field review reports and letters of completion. Significant use of disclaimers within document.

Suggestions Legislative - Clarify requirements for professional design and general review within Building Code. Collaborative – Establish industry accepted standards, best practices, and guidelines endorsed by stakeholders (OAA, PEO, MMAH, EABO, etc). Administrative – Establish timely and up-to-date forms to assist all stakeholders in the processing of permits and inspections (i.e., Owner Commitment to General Review, standardized template for field review reports).

EABO Committee Engineers Architects Building Officials (EABO) Committee – Established in 1983. Mission Statement To liaise on common issues and to develop proactive positions in regard to the regulatory process governing the design and construction of buildings. To comment on Government initiatives pertaining to statutes, regulations and by-laws governing building sites and the construction of buildings through input from the professional associations. To formulate joint positions to assist engineers, architects and building officials to better carry out their services for the protection of the public interest.
