GMES Objectives … started with Baveno Manifesto in 1998 … GMES is a joint initiative of the European Commission and ESA. Its objective is to provide relevant information to policy-makers and other users, particularly in relation to environment and security. EARTH OBSERVING SYSTEMS (space, airborne, in-situ) PUBLIC POLICIES (Environment & Security) Information Needs (policy driven) Space Agencies In-situ Observing systems Scientific Community EO Value Adding Industry National Governments and Agencies European Union Institutions Inter-Governmental Organisations (IGOs) Non Governmental Organisations (NGOs) The objective of GMES is to provide, on a sustained basis, reliable and timely services related to environmental and security issues in support of public policy makers’ needs. GMES is an EU-led initiative, in which ESA will implement the space component and the Commission will manage actions for identifying and developing services relying both on in-situ and space-borne remote sensing data.[1],[2]. [1] COM(2005)565 final “Global Monitoring for Environment and Security (GMES): From Concept to Reality” of [2] 3rd Space Council orientations of The identified GMES Atmosphere Service users are: European institutions and agencies (in particular EC Directorate General for ENV, EEA and its Information and Observation Network - Eionet); International bodies in support of conventions (e.g. CLRTAP TF HTAP, EMEP MSCs; UNFCCC IPCC; WMO; UNEP); National and regional authorities and environmental agencies, with their external service suppliers; National meteorological services; Specific communities: research, modelling, science, EU research projects; EU citizens (possibly more indirectly, services should be publicly accessible); Health services (epidemiology and information); NGOs; Other GMES services; Private sector; Less developed countries.

Status: evolution from research to operational systems Start with infrastructure / data required by Core Services as defined by IG process Added value chain divided in two layers: Core services Common (multi-purpose) information capacity for Europe Requested by the EU: link with European information needs EU involved in Core Service governance & funding (operational + R&D budgets) Downstream services Tailored for specific applications at local / regional / national levels (public good or private use) EU not responsible for service requirements EU should encourage / support the implementation of this service layer, e.g. through R&D funding EU not involved in Downstream Service governance or operational funding Concept applicable on a case-by-case basis Possible evolution of boundaries with time Farming ICZM Air quality DOWNSTREAM SERVICES

Goal of GMES GMES aims at developing operational services,
… following the example of meteorology… … but for other domains such as emergency management, air quality monitoring, land monitoring, ocean & sea ice monitoring, etc. Science needed to create and continuously improve operational services
