CORE 42 fundamental Principles
CORE 42 is a statewide general education course of study intended to ensure that all graduates possess a common core of college-level skills and knowledge and facilitate the transfer of those credits among Missouri’s public institutions of higher education. All public institutions of higher education will adopt the CORE 42, and honor it for all students transferring from one Missouri institution to another. All public institutions of higher education will align their own general education curriculum with the CORE 42, specifically the basic competencies and knowledge areas that all students completing degrees at a Missouri public institution of higher education must complete. The courses that comprise the CORE 42 are designated with a Missouri Transfer (MOTR) course number, which guarantees the one-to-one transfer of these courses among all Missouri public institutions of higher education. Any course with a MOTR course number will be accepted by all Missouri public institutions, and will fulfill any requirements for the major or degree as would the receiving institution’s own course. Students enrolled in professional programs that require accreditation or licensure will complete the appropriate core curriculum for that program.

Structure of Missouri Core 42
CORE 42 specifies the basic competencies and knowledge areas that all students completing degrees at a Missouri public institution of higher education must complete. CORE 42 is comprised of 65+ courses distributed across five knowledge areas. These courses are designated with a Missouri Transfer (MOTR) course number. MOTR course numbers guarantees the one-to-one transfer of these courses among all Missouri public institutions of higher education. Students who complete the CORE 42 at any public institution shall be considered as having completed all lower-division general education requirements at a receiving institution. Students shall receive full credit (as per credit hours on MDHE equivalency matrices) for all MOTR courses transferred, including any prerequisites or requirements in the major. The receiving institution cannot require the student take any additional lower-division general education courses. The student may, however, have to take additional lower-division courses to fulfill program or institutional requirements.

How is this different than the 42-Hour Block we currently have at MSU?
Students who do not complete either the Associate of Arts or the CORE 42 shall receive credit at a receiving institution for each MOTR course completed at a sending institution. Students shall receive full credit for all MOTR courses transferred, including any prerequisites or requirements in the major. After receiving credit for MOTR courses. Student with 12 or more transfer credits (excludes FTNC students) shall complete the CORE 42 at the receiving institution.

MDHE – Rusty Monhollon said: “Our position (MDHE) at the moment is dual credit will transfer like other coursework, but the students will not be considered transfer students.”

Total Student Transfer in Missouri
Why was the Missouri Core 42 created? Total Student Transfer in Missouri Total headcount of 93,484 community college students enrolled in public institutions in – fulltime students = 59,606 3,917 students transferred from two-year to four-year institutions during that time.

Tracking Transfer in Missouri

According to the report, Missouri ranks below the national average in both average transfer-out bachelor’s completion rates by state at 37% and transfer-in bachelor’s completion rates at 38% for public institutions and 28% for private institutions (The national average for each of these measures is 42%, 42%, and 31%, respectively.) Missouri also ranks below the national average in the number of students who transfer with an award from a two-year institution at 24%, as shown in Figure 1 below (the national average is 29%).
