6 Responsibilities of the LPC Board of Examiners
Provide process by which applicants make formal application to the Board for licensure, registration, or certification. Review all applications to ensure minimum standards are met. Grant licensure, registration, or certification upon recommendation of MFTAC.

7 Legal Authority of the MFTAC
Created and empowered by Act 1195 of 2001 LA Legislature to provide for regulation of the use of the title Licensed Marriage and Family Therapist (LMFT). Legislatively mandated committee of the LPC Board of Examiners. Develops rules & regulations pursuant to the authority granted to & imposed upon it.

8 Legal Authority of the MFTAC
Board promulgates rules & regulations developed by MFTAC for regulation of the use of the title PLMFT and LMFT. Board approves applications for licensure-- revokes, suspends, & renews the licenses of PLMFTs and LMFTs upon the recommendation of the MFTAC.

9 Responsibilities of the Marriage and Family Therapy Advisory Committee
Provide documentation for licensure, registration, or certification. Aid Supervisees in locating Board-Approved Supervisors. Provide Supervisor Orientation Course to meet the requirement of rules.

10 Responsibilities of the Marriage and Family Therapy Advisory Committee
Assist supervisors & supervisees in settling disputes that may arise during the course of the supervised experience. The LPC Board Disciplinary Committee responds to complaints from the public regarding practice of all individuals licensed, registered or certified by Board.

11 NEW LAWS Act 736/636 Act 235

12 Act 736/636 This law limited our scope of practice by requiring us to consult and collaborate regarding certain identified “serious mental illnesses”.

13 Act 235 This law repealed this portion of Act 736/636 and now enables LPCs and LMFTs to practice without required consultation and collaboration. This law was effective as of June 14, 2017.

14 Act 736 (specific to LMFTs)
A portion of Act 736 remains active. Here are the details: A licensee (LMFT) must accrue 6 hours of training in diagnosis that specifically addresses the assessment, diagnosis,and treatment of clinical conditions under the DSM-5 during every renewal period. This required training may be specific to the diagnosis, assessment, and treatment of a particular condition and/or may be general training in diagnosis, assessment, and treatment. Individuals desiring to apply to become a PLMFT will be required (as of January 1, 2018) to have 2 courses in psychopathology pursuant to Act 736.

17 Responsibilities of the Supervisee Registered PLMFTs
Meet the ethical & legal standards provided in the law & rules for LMFTs. Meet the terms of his or her Plan of Supervision. Comply with directives of the Approved Supervisor. Renew Provisional Licensure every 2 years.

18 Responsibilities of the Supervisee: Registered PLMFTs
Provide adequate case information to Supervisor for monitoring & guidance. Immediately report to Supervisor anysuicidal and/or homicidal threats, abuse, or client self-harm. Collaborate with and follow directives of Supervisor to report to appropriate authorities.

19 Responsibilities of the Supervisee: Registered PLMFTs
Remain in supervision until licensed or supervisee status is revoked. Collaborate to create & maintain Plan of Supervision. Be aware of and adhere to policies of workplace--meet higher standard.

20 Responsibilities of the Supervisee: Registered PLMFTs
Report change of status to Board & Supervisor. Keep case records according to policy. Keep accurate & verifiable supervision records.

21 Provisional Licensee Renewals
PLMFTs are now required to renew their provisional license by October 31 every 2 years. The first renewal deadline was October 31, 2017. A PLMFT must apply and be approved for licensure within 6 years from the date of approval or issuance of the provisional license. If after 6 years the PLMFT has not been approved as a LMFT, then he/she will forfeit all supervised experience hours and must reapply for provisional licensure under current provisional licensure requirements.

22 PLMFT Renewal Procedure
In order to renew, a PLMFT needs to: 1. Submit a PLMFT Renewal Application and Renewal Fee of $85. The renewal application will require the direct, indirect, and face- to-face supervision hours accrued since the provisional licensee’s last renewal date. 2. Complete 20 Continuing Education Clock Hours (CEHs): Only10 of the 20 CEHs may be completed via an online format. 1 CEH equals 1 clock hour. 3. Request a score report be sent directly from AAMFTRB indicating a passing score or a failed attempt to pass the MFT exam. 4. Submit an updated Statement of Practices and Procedures.

23 Policy regarding Registration and Supervision of Interns (now/PLMFTs)
Part 1 In order to supervise PLMFTs, one must be an approved LMFT-S and approved by the LPC Board as the designated Supervisor for that PLMFT. This Board approved Supervisor is responsible for ensuring that the PLMFT is properly registered by the LPC Board. Individuals practicing mental health counseling without registering as a PLMFT will be issued a formal Cease and Desist order. Employers who hire such individuals to conduct mental health counseling will receive a Cease and Desist letter. If an individual who registers and is approved as a PLMFT is found to have practiced mental health counseling for a period of time prior to receiving a Provisional License, then that individual will be subject to disciplinary action by the LPC Board, specifically a Consent Order.

24 Policy regarding Registration and Supervision of Interns (now PLMFTs)
Part 2 The Consent Agreement will be based upon the time that the PLMFT was engaged in the unlawful practice of counseling. The sanctions are as follows: Tier One (3-6mos.) $200 fine 3 CEHs in Ethics Tier Two (7-12 mos.) $300 fine 3 CEHs in Ethics Tier Three (12-24 mos.) $500 fine 3 CEHs in Ethics Tier Four (> 24 mos.) $500 6 CEHs in Ethics This will be a public reprimand. Failure to agree or comply with the Consent Order will result in suspension of the applicant's status and denial of the PLMFT credential until such time as the Board receives and approves documentation that all Board requirements have been completed.

25 Policy regarding Registration and Supervision of Interns (nowPLMFTs)
Part 3 LMFT Supervisors are also held accountable for their Supervision of PLMFTs. It is important that LMFT Supervisors receive official notification from the LPC Board regarding the approval of their Supervision of the PLMFT. Make sure that LMFT-S helps that PLMFT maintain adequate records of their supervised experience. If a PLMFT received supervision from a LMFT-S who is NOT approved by the LPC Board, then they will not be able to count their accrued supervision hours and will receive a Letter of Reprimand which is a classified, informal Disciplinary action. Supervisors who supervise PLMFTs that have NOT received written Board approval designating them as the PLMFT's supervisor will receive a formal sanction. This will be at a minimum a $200 fine and a public reprimand.

26 Policy regarding Registration and Supervision of Interns (now PLMFTs)
Part 4 PLMFTs who receive supervision from any one other than a Board approved LMFT-S may not count any of their accumulated supervision hours accrued under this licensed mental health professional and will receive a formal sanction. This sanction will include Tiers according to the length of time of supervision has occurred. PLMFTs must remain in active supervision until they are formally approved for licensure and even if they have completed the 3000 hours of supervised experience.

27 Responsibilities of the PLMFT to become a LMFT
Register for Supervised Clinical Experience by filling out Part 1, Part 2, and Part 3 application forms found at Accrue 3000 hours of clinical experience, which includes 2000 of direct client contact and 1000 hours from indirect client contact hours of direct client contact completed in their academic program may be applied to this requirement. Accrue 200 hours of face-to-face supervision, of which 100 of the 200 must be individual supervision. You may use the 100 hours received during your graduate program towards the 200 as long as the supervision was systemic.

28 Out of State Applicants
An out of state applicant may transfer up to 2500 supervised experience hours if these hours meet the requirements. These hours may be endorsed according to the following limits: a. a maximum of 1600 direct client contact hours b. a maximum of 815 indirect hours c. a maximum of 85 supervision hours

29 Licensing Requirements for LMFTs
Complete LMFT application form at Submit application fee. Submit Statement of Practice. Pass the MFT Exam. Have Supervisor complete and submit the Documentation of Experience form.

30 The Registered Supervisor Candidate as a Supervisee

31 Responsibilities of the Supervisee: Registered Supervisor Candidates
This is a required experience in order to become a Board approved LMFT Supervisor. Requires 36 hours of supervision of supervision from a LMFT-S over a 3 year period. Must take the LMFT Supervisor Orientation within 1 year of the date of certification. Requires a minimum of 2 PLMFTs supervised for a minimum of 9 months each. Requires at least 90 hours of Supervision with 2 PLMFTs in no less than 1 year and no more than 3 years.

32 Rights of the Supervisee:
Professional, ethical treatment as determined by the law & rules -- Free from any "duality" in relationship with Supervisor that is exploitive or hinders supervision process. Clear, objective, timely feedback about clinical skills & professionalism.

33 Rights of the Supervisee:
Information from Supervisor about the supervision process that is accurate & up to date Timely completion of all administrative tasks related to qualification for licensure

Professional, ethical treatment as determined by the law & rules: A confidential environment in which to share client information.

35 Restrictions of the Supervisee:
PLMFTs may not own, whole or in part, a private practice. PLMFTs may not directly accept a fee for service from clients. LMFT-SCs may accept a fee directly from their supervisee. PLMFTs may act as private contractor, but must document site supervisor. Must complete provisional licensing phase in six years.

Registered Supervisor Candidate

Candidate Registration License in good standing for at least two years. Locate LMFT Approved Supervisor. Submit official Application Form & Plan of Supervision.

38 Responsibilities of the Approved Supervisor Candidate
Candidate Registration Complete Supervisor Orientation Workshop. Required coursework of either a one semester graduate course or a 30 hour didactic and interactive supervision course May use the title, "LMFT-SC" to indicate status.

39 Responsibilities of the Approved Supervisor:
Application If already an AAMFT Approved Supervisor, then formal application to the LPC Board is still required. Must submit Plan of Supervision-of-Supervision.

40 Responsibilities of the Approved Supervisor and Supervisor Candidate
Supervision-of-Supervision At least 2 PLMFTs --minimum of 9 months each. At least a total of 90 clock hours. No less than 1 year and no more than 3 years.

41 Responsibilities of the Approved Supervisor:
Renewal of Certification Four year renewal cycle. Maintain an active LMFT license. Complete 6 hours of Continuing Education.

42 Responsibilities of the Approved Supervisor:
Renewal of Certification Complete Orientation Workshop. Submit an updated Statement of Practice. 44 Responsibilities of the Approved Supervisor:
Plan of Supervision for Supervisor Candidates Defines how the Supervisee will complete required one-semester graduate supervision course or an equivalent course of study. Includes construction & submission of a Supervisee's Statement of Practice.

45 Responsibilities of the Approved Supervisor:
The Supervisee's Clients Approved Supervisor or Supervisor Candidate seeks to direct and monitor the practice of the Supervisee in a complimentary posture.

46 Responsibilities of the Approved Supervisor:
Supervisor-Supervisee Relationship Supervisor creates a learning experience for the Supervisee ensuring that the quality, duration & frequency of contact are adequate to provide support, continuity, and nurturance.
