FIRST PART PRESENTATION OF L’AUTORITE DU LIPTAKO-GOURMA (ALG)

4 CREATION OF L’ALG l’Autorité de développement Intégré de la région
du Liptako – Gourma (ALG) was created through a Protocole d’accord on 3rd December 1970 signed by the head of state of Burkina Faso Republic of Mali Republic of Niger

5 OBJECTIVE OF L’ALG Promote at regional level the exploitation of the following ressouces mining energy water agro-pastoral fish In the Liptako-Gourma region

6 REGION OF LIPTAKO - GOURMA
The intervention zone of ALG comprises a surface of km2 and encompasses a region with common boarders of the three member states

7 DEVELOPMENT STRATEGY OF THE LIPTAKO – GOURMA REGION
GLOBAL OBJECTIVE : poverty alleviation SPECIFIC OBJECTIVES: food security; to imporve access; environmental protection; social development.

8 BILAN SUCCINCT DES ACTIONS DE L’ALG
Mobilisation of over 150 billions of F CFA, investments since 1970 to 2004 in the following areas : water resources ; human health roads and telecommunications; agriculture and livestock.

9 Perspective for livestock development
PROGRAMME FOR LIVESTOCK DEVELOPMENT OBJECTIVE Reinforcement of food security to increase revenues of beneficiaries; Reinforcement of regional integration; and Poverty reduction COMPOSED BY SUPPORT TO: Animal health; Water resources in pastoralist areas; Communication; Marketing Capacity building of producer organisations; Roads; Pastoral management and transhumance; Production and transformation; Envionmental protection; Coordination unit for programme management

10 Perspectives for livestock development
LIVESTOCK DEVELOPMENT PROGRAMME COST The Islamic bank for development (BID) and ECOWAS regional fund for developmen have committed to finance the programmes for a total of approx 25,812 billions FCFA. The BID for 18, 2 billions FCFA and ECOWAS for FRDC pour 6,75 billions FCFA.

12 ORIENTATIONS ALG sustainable development policies in the area of agriculture and livestock engage in: development of rural markets; imporvement of water management; modernisation of agriculture and pastoralist production; reinforcement of commodity chains; profesionalisation and support of different actors sustainable management of natural reources; improving food security; promotion of income generation for women in rural areas.

13 OBJECTIVES Agriculture and livestock sectors need to contribute to sustainable development through the following: imporved production; reinforcing food security imporve living conditions of populations

15 AT PAN-AFRICAN LEVEL The protection of animals/animal production at regional and continental level Inspection of food of animal origin by qualified personnel Protection of the health of animals and consumers Countries and some regions are certified free from specific infectious diseases, e.g. Rinderpest

Identified difficulties regarding the implementation of policies Insufficient bilateral and multilateral coordination for common strategies regarding regional and international negotiations on livestock and livestock products Divergences regarding development priorities

Recommandations Reinforce cooperation and sectoral concertation regarding common strategies and positions during negotiations on livestock and livestock products Reinforcing negotiation capacity of personnel and technical services (producers, civil society, private sector and government) Defining quality, sanitary standards and markets according to international standards (WTO, OIE, etc)

Regional economic organisations such as: WEAMU, ECOWAS, IGAD, SADC and Main problems regarding integration linked to:des : animal production, agriculture markets and the region gaining access to international markets

Difficulties faced by implementation of policies due to: fragmented internal market that lead to conflicts in commercial exchanges of the regions Many barriers for the trade of animals and their products lack of support of local productsion and access to local markets Lack of means of financing

20 AT THE LEVEL OF REGIONAL ECONOMIC ORGANISATIONS (end)
Recommandations renforcer la coopération transfrontalière en vue de réaliser l’intégration de proximité et le développement à la base, prenant en compte les avantages comparatifs et gestion concertée des ressources pastorales partagées par plusieurs pays ; mettre en place une stratégie régionale de développement de l’élevage axée sur la protection du marché régional.

21 AT NATIONAL LEVEL involvement and mobilisation of local organisations. Provate sector, NGOs as well as public institutions for the formulation and implementation of policies at the benefit of all actors involved int he chain through their active participation Recognise livestock activities for their contribution to nutrition, poverty alleviation and income generation

Difficulties in the implementation of policies: lack of participation of the civil-society, the private sector, community organisations in the elaboration and implementation of programmes insufficient multisectoral coordination between all actors involved in the livestock sector insufficient apacity building and support to profesional organisation involved with livestock competition between organisations for institutional positioning no clear building of partnerships between different actors

Recommandations Improve cooperation between the government and the organisations involved in the livestock sector Define roles of partnerships Improve institutional environment to promote animal production and satisfy the livestock development needs
