Global Governance (def.)
A key arena for the promotion and contestation of globalization. Collective efforts to identify, understand or address worldwide problems that go beyond the capacity of individual States to solve. These efforts constitute a complex of formal and informal institutions, mechanisms, relationships, and processes between and among States, markets, citizens and organizations. Global governance is not global government! Legal authority Coercive power Efforts are not centralized and coordinated.

Good governance Legitimacy: government should have the consent of the governed. Participation Representation Accountability: ensuring transparency, being answerable for actions and media freedom competence: effective policymaking, implementation and service delivery respect for law and protection of human rights

Is global governance ‘good governance’?
Imprint of liberalism: it promotes and advances the project of a liberal world order. Global markets, rule of law, democracy, human rights Global markets prevail over other liberal values Legitimacy Global governance is more horizontal than hierarchical Complex interdependence Importance of soft power Involves cooperation between local, national, global agencies Considerable involvement of representatives of transnational civil society Not all actors have an equal voice or input.

Is global governance ‘good’ governance?
Competence: Failings in the provision of global public goods, i.e. environmental security. Global institutions have no authority or powers to ensure compliance. Formal and informal veto power of dominant states. Global interest is trumped by national interests Accountability: Transparency: network decision-making Accountable to whom MNCs to shareholders IGOs to states and other IGOs INGOs to other INGOs
