2 INTRODUCTION – WHERE WE ARE NOW
HS2 Ltd was formed in 2009 by the Department for Transport with a mandate to “develop and promote the UK’s new high speed network”. This is an exciting time for us. We have been granted the powers by Parliament to begin the construction of Phase One of HS2 which will be the new high speed line between Birmingham and London. In July 2017 we awarded the Main Works Civils contracts for construction with enabling works already getting started on the ground. In July we have also deposited a bill in Parliament to gain the powers to construct Phase 2a – which will extend the new high speed line from Birmingham to Crewe. This will now begin to work its way through the Parliamentary process and we expect what is called ‘Royal Assent’ (the bill becoming law) in 2019. And again in July, the Secretary of State for Transport announced his decisions on our proposals for the route Phase 2b – which take high speed services to Manchester in the North West and Leeds via the East Midlands and South Yorkshire. We would expect to get approvals from Parliament for this part of the route in 2022. HS2 is now getting off the drawing board and becoming a reality. So today I want to give you a short overview of the HS2 project. Why Britain needs this new railway and What benefits HS2 will bring. South portal construction east of M25 near J17 Two tunnel boring machines ( TBMs) erected on site from May 2019 TBMs start to move northward from August/Sept 2019 Will reach Amersham May 2021 Site works will start Oct 2018, which will include vegetation clearance, hard standings and shaft platform creation Royal assent – February 2017 Main works contracts awarded August 2017

4 Traffic Liaison Groups - TLGs
TLGs are a requirement of the Code of Construction Practice (part of the Environmental Minimum Requirements) Terms of Reference have been agreed with all Highway Authorities along the route Monthly meeting held in Aylesbury TLGs are the forum for: Consultation and co-ordination of temporary traffic management prior to consent submissions under the Act Presentation and consultation on Local Traffic Management Plans (LTMP) Monitoring of commitments related to temporary traffic issues Management of construction traffic and highway issues Members include: Hs2 representatives and HS2 Contractors, Highway Authorities, Highways England, Emergency Services representatives including Police and Ambulance Service, Local Planning Authority representatives and public transport operators where relevant

5 Local Traffic Management Plans
HS2 Main Works Contractors will produce Local Traffic Management Plans (LTMPs) as part of their planning prior to commencing works on site. LTMPs identify all local area constraints, describe HS2’s impact on the local transport network and the requirements set out in the ES, CoCP, RTMP and U&As Traffic calming , speed restriction proposals road closures will be identified as part of the formation of LTMPs HS2 lorry routes identified with expected vehicle volumes to different worksites. Local Highway Authorities will be consulted on the content of LTMP’s

6 HS2 Construction Lorry Routes
HS2 construction lorry routes are identified in the Environmental Statement The environmental impact assessment was completed based on the use of these roads by specified traffic flow Traffic flows assessed in the Environmental Statement were anticipated worst case scenario Traffic flows include: HS2 construction staff journeys to work HS2 general construction traffic Mass haul – movement of earthworks Peak flows were identified for specific time periods based on proposed programme Actual flows will be identified by HS2 Contractors in Local Area Traffic Management Plans

8 HS2 Construction Lorry Route Approvals – Schedule 17
Worksites generating more than 24 two-way LGV (>7.5tn) a day will require approval from the Highway Authority under Schedule 17 of the HS2 Phase 1 Act Routes identified and approved between worksites and a trunk road or motorway (e.g. M25, M40) The Highway Authority can impose conditions on the following grounds but must have the agreement of the Nominated Undertaker: Preserve the Environment or Local Amenity Reduce effects on road safety or free flow of traffic Preserve a site of archaeological/historical interest 8 week determination period (excluding appeal time if needed)

9 HS2 Construction Lorry Routes – Application and Assessment
HS2 will assess all lorry routes to understand where physical restrictions prevent their use by large goods vehicles Physical restrictions may include: Highway underbridges Highway overbridges Vehicle turning/tracking restrictions Mitigation measures will be proposed where necessary. HS2 is undertaking a Highway Condition Survey of all ES lorry routes to understand the existing condition of the roads. This survey will identify where works may need to take place prior to HS2 using the route.

10 HS2 Construction Lorry Routes -Management
A signing strategy will be in place to support the approved lorry routes A vehicle monitoring system will record vehicles entering sites in order to measure and assure that the sites do not breach the ES flow limits Vehicle monitoring will also take place where there is a commitment to restrict the number of LGVs using a route. Drivers of LGVs will be given packs instructing them of the route they must follow All HGV’s will have HS2 identification in their windscreen HS2 compliance team will respond to complaints and can be deployed on site to areas of concern Where issues occur, mitigation measures will be agreed with the Highway Authority The linked HS2 Information Paper provides further information -

11 Further Assessments HS2 has Undertaking and Assurances to Buckinghamshire County Council for HS2 to undertake further assessment of a number of junctions on proposed ES lorry routes to assess safety and congestion impact of HS2 Included in scope: A413/A404 Crematorium Roundabout – Amersham A355/ Ledborough Lane A413/ A355 Gore Hill Roundabout
