Core Education Framework: Indicative timescales
Core Education Framework OJEU: Invitation to participate in tender process, January 2018; ITT responses expected back from bidders by February/March 2018; Bids evaluations: March/April 2018; Core Education Framework award: July 2018; Mobilisation begins: August 2018; Mini-competition contract awards – September - December 2018.

Core Education Framework: Commercial Model
For the Provision of Education Services into the Prison estate in England, prisons will be grouped into procurement lots; The MOJ anticipates that there will be around procurement lots; Potential providers are welcome to express their interests in bidding for one or more procurement lot(s); Consortia and or joint venture bids are welcome and encouraged; Following award of the Core Education Framework, prison groupings will conduct a mini- competition process for their individual requirements; Delivering value for money provision will be essential to the new regime; Please Note: that current OLASS 4 payment models will change Payment schedule: payment will fall due on verifiable delivery of the contracted service and Payment mechanisms may be via electronic billing systems.

Commercial model The Core Education Framework will consists of the Core Common Curriculum services (see below) and a varying list of vocational / personal development services: The Core Common Curriculum subjects are: Maths English English for Speakers of other languages (ESOL) Information and Communications Technology (ICT)

Dynamic Purchasing System (DPS) Framework: Update
DPS Framework OJEU: Procured via a different OJEU (Invitation and tender process); DPS will be a stand-alone Framework agreement; Include a list of vocational/ personal development services; DPS services will NOT include the core curriculum services; Emphasis on local commissioning for specialist/niche requirements; DPS contract award – Q3 of 2018.

Other Services: Information, Advice and Guidance (IAG): Libraries:
MOJ still considering its options, may procure via a separate OJEU (Invitation and tender process); A PIN will be published shortly and an advert in early 2018; MoJ plans to let a Framework Agreement, using the same prison group based Procurement lots as for the Core Education Framework; Libraries: Conducting fact finding assessment of the library provision in prisons; Reviewing current standards and SLA documents; Governors will have options on how to commission libraries services including SLA’s direct with Public Library authorities or through the Core Education framework / DPS. CAB: Procurement process has commenced, 27th October 2017; Seeking bids for 7 curriculum areas; Contract award scheduled for 19th December 2017.
