5 Background The Bill of Rights est rules for protect’g rights & liberties of citizens – but not for all Americans Women, blacks, & adults under 21 were barred from certain rights Some amendments will change the way gov’t worked Other amendments changed the rights of Americans, offering basic freedoms to those grps previously ignored 8 amendments will extend the Bill of Rights

6 Civil War Amendments 13th Amendment Officially ended slavery in US
Freed 1000s of black slaves Outlawed any sort of forced labor, except as punishment for a crime

7 Civil War Amendments Southern states after Civil War passed “Black Codes” Prevented blacks from doing a lot of things 1868 – passage of 14th Amendment Defines citizens Anyone born or naturalized in US Equal protection of the laws Used to benefit women, people w/ disabilities, & other grps Forbids states from interfering w/ “privileges or immunities of citizens of the US” Gov’t may not take “life, liberty, or property” w/o due process of law Called the Nationalization of the Bill of Rights

14th Amendment safeguards free speech & free press “from impairment by the states” US citizens in every part of US have same rights

No state may take away a person’s voting rights on the basis of race, color, or previous enslavement Suffrage The right to vote Protected only men

10 17th Amendment Passed in order to allow voters to elect their senators directly Gave Americans a greater voice in gov’t

12 19th Amendment Women were denied the right to vote by the states
Starting w/ Susan B. Anthony & Elizabeth Cady Stanton – pushed for suffrage 1920 – passage of 19th Amendment Gave women the right to vote in Nat’l & state elections

14 23rd Amendment The people in D.C. were not in a state – so could not vote in nat’l elections 23rd Amendment guarantees people in D.C. right to vote in nat’l elections President & V.P.

15 24th Amendment Southern states had poll taxes
Voters must pay a sum of money before casting a ballot 1964 – 24th Amendment made poll taxes illegal in nat’l elections 1966 – Supreme Court ruled poll taxes illegal in state elections

16 26th Amendment Young adults had been fight’g for their country for years Voting age was however – 21 1971 – during the Vietnam War 26th Amendment Guaranteed the right to vote to citizens 18 and older in nat’l & state elections
