2 1. General/Scope Decision on SIR control
A call for papers on operators’ views on SIR control in the MIMO OTA specification was requested for this meeting, and no papers were received An adhoc discussion on this topic resulted in no consensus to include SIR control, although it is known that two operators have stated their position in the affirmative As a working assumption, a potential SIR control definition is deferred to a later stage after the harmonization process concludes

3 2. Harmonization testing campaign
The harmonization test plan in R has been approved A number of proposals on participating test labs have been discussed, and it has been proposed to hold an offline conference call prior to RAN4 #75 (date and time TBD) Data templates for submission of raw data per methodology are requested from the respective test solution providers for review during the offline call An investigation into antenna topologies of the proposed devices in the test plan is requested to be performed by Motorola Mobility and prepared for review during the offline call Logistics, such as procuring devices and handling shipping to test lab(s) will be defined during the offline call An initial list of devices is proposed in the test plan Input on potential additions or modifications of this list is requested prior to the offline call The testing campaign shall start following the offline call (allowing for shipping of the devices to the test lab(s))

4 3. Proposed offline call agenda
Review proposals on participating test lab(s) and reach a decision Review methodology raw data templates and agree on formats Review investigation into antenna topologies of the proposed devices This investigation shall be on a best effort basis, and subsequent discussions on device availability will not jeopardize the start of the harmonization effort Agree on logistics aspects, such as procuring devices and handling shipping to test lab(s) Finalize the list of devices to be used in the testing campaign All potential agreements made during the offline call shall be captured via the RAN4 approval process

5 4. MU Working Assumption for Harmonization
The following working assumptions on MU bounds per methodology are proposed: The bound shall be defined prior to the analysis of harmonization results with a view toward agreement during RAN4 #76 If a method cannot contribute to the definition of this bound, it shall not be considered The MU working assumption shall be applicable only within the context of the harmonization testing campaign If a potential device-independent (and, possibly, band-specific) fixed offset between the figures of merit generated by different methodologies is found, then the MU working assumption shall be applied after such an offset is applied

6 5. Measurement uncertainty
Contributions are requested from the test solution providers to define MU elements with a view toward developing the MU budget for each methodology The MU budgets per methodology shall be defined prior to the analysis of harmonization results with a view toward agreement during RAN4 #76
