Overarching mandate South African Constitution determines tourism as a schedule 4 functions and concurrent legislative competency The White Paper on the Development and Promotion of Tourism, 1996 outline the roles and responsibilities of the spheres of government The Tourism Act of 1993 provides for promotion of tourism development across the country Draft National Tourism Sector Strategy (2020) Local government does not have legislative mandate and/or regulatory powers pertaining to tourism The Intergovernmental Relations Framework Act of 2005 was enacted to specifically ensure ongoing cooperation between the various spheres of government

Research & Information
NDT responsible Research and knowledge management framework Local government responsible for signage & information centres Research technical committee provides for alignment National and provincial registers for Tourist Guides Provincial Registers for products and operators (selected provinces)

Strategy, Planning & Budgeting
NDT responsible for National Strategy Integration & alignment through MINMEC, MIPTECH & supporting Technical Committee NDT Participation in PGDS & IDP NDT part of Economic and International Relations Clusters Ministerial and DG bilateral meetings Pillar of growth path, IPAP & International Relations Strategy

Policy Development NDT develops National policies
Provinces develop policies but should be in alignment with National policies MINMEC is a clearing house for policies Municipalities consulted via SALGA as MINMEC member and also direct consultations with NDT and provinces Local government by-laws have impact

Product Development National level – NDT financial support product development through Social Responsibility Programme and Tourism Enterprise Development supports development and growth Provincial government departments provide funding for tourism development, public infrastructure, public transport, spatial planning for tourism development and promotion Local government provides for Basic Services, Public Infrastructure, licensing of businesses, provide financial support, conduct and plan for tourism development

Provincial Quality Assurors – working with National Local Government responsible for, maintenance of public infrastructure, Health & Safety

Training of Locally Recruited Agents (LRA) on tourism marketing strategy & the country tourism brand Training of SAT representation Attendance of DIRCO debriefing MINMEC’s Marketing Working Group - alignment Partnership with IMC & GCIS Brand alignment Joint initiatives on brand promotion initiative Working with GCIS on communications matters

Transformation & People development
Implementation of the Tourism Charter targets Awareness with citizens to build a culture tourism - all government levels (more about a welcoming destination) NDT in consultation with Provinces sets the framework for sector skills development THETA facilitates skills development NDT collaborates with other national departments (labour, education etc)

Current Gaps Where there is no National policy – provincial polices may differ (e.g. Registration) Budget structure Tourism cluster – across government departments Increased domestic travel (more role play) National Registers NDT participation in the dti incentive scheme Impact of by-laws or lack thereof Widespread levels of awareness to create a culture of tourism

Consideration of policy, strategy, planning and budget gaps – alignment with NTSS Enhance measures of engagements and collaborations
