6 Reminder – Testing Rule Amendment
SBOE Rule : TESTING PROGRAMS – STUDENT ASSESSMENT At the November 2017 SBOE meeting, the Board voted to adopt the amended rule. The amendments take advantage of flexibility in accountability for newly arrived English Learners (ELs) available through the Every Student Succeeds Act (ESSA). Newly-arrived ELs (i.e., those enrolling in a U.S. school for the first time) will participate in all mandated assessments, with appropriate accommodations as needed, during their first year of enrollment. Newly-arrived ELs would no longer be eligible for a one-time deferment from English language arts and social studies End-of-Grade assessments. All scores of newly-arrived ELs will be removed from all statewide accountability calculations based on coding in state-required data collections. During the second and all subsequent years of enrollment, the growth (i.e., progress) made by said students will be included in statewide accountability calculations. During the third and all subsequent years of enrollment, the achievement (i.e., content mastery) and growth (i.e., progress made by said students) will be included in statewide accountability calculations.

7 Middle School Assessment Waiver
Georgia’s ESEA Flexibility Waiver provided an exception for all middle school students completing high school courses in mathematics and science that ensured these students were assessed only once using the end-of-course assessment. Plan for your enrollment counts using the ESEA flexibility waiver as indicated above. ESSA provides assessment flexibility for 8th grade advanced mathematics students. 8th grade students who complete a high school mathematics course and are administered the end-of-course assessment are not required to be double tested by taking the grade 8 end-of-grade mathematics assessment. The State believes the exception is not sufficiently inclusive, given the allowable flexibility is limited to grade 8 students completing high school mathematics coursework. Georgia has requested a waiver to expand ESSA flexibility to include any middle school student (grades 6,7, and 8) completing a high school course associated with an end-of-course assessment in English language arts, mathematics, and science. Additional guidance will be provided after the expanded flexibility waiver has been reviewed and a ruling made by USED.

8 Reminder – Video Sign Language (VSL)
VSL will be available Spring 2018. Students will launch a video player within INSIGHT to access test item videos. Standard accommodation forms will be available for all tests. The recommended TSM device requirements must be met to use this functionality. More details will be discussed during the Friday, January 12 Lunch & Learn.

Paper/pencil versions will be available through all years of the transition for the small number of students who cannot interact with computer due to their disability. Braille forms will be available as well.

25 Enrollments, what DRC will do
Calculate numbers of materials to send based on enrollment counts. Determine a delivery date for materials based on your start dates and break dates. Develop a detailed staffing plan for scorers based on your enrollment counts, test completion dates, and scorable materials return dates. The accuracy of the data you provide us will ensure the integrity of these calculations and the expedient return of test results.

System Overage No overage materials will be sent for online testers. Sites testing 100% online will not receive any paper test materials, but may place additional materials orders if needed. Please provide your preferred system overage percentage for paper of 3%, 5%, or 7%. You will be sent extra materials based on that percentage and your total school enrollment counts for paper testers. If no percentage is selected, 3% will be used

Testing Dates and Enrollments Counts must be accurate to allow for return of reports according to schedule. Changes in Test dates must be reported to the GaDOE for approval. Critically important to provide accurate and complete information. Changes to Testing dates and enrollment counts may delay scoring and reporting results as well as impact end-of-school local calendars.

For each grade or assessment, you are asked to enter the following counts: Online — expected number of online testers Paper — expected number of paper/pencil testers. This count should not include the number of enrollments included for Large Print or Braille. Large Print — expected number of testers using a paper large-print test book. Braille — expected number of testers using a paper Braille test book. Note: We will not be collecting enrollments for Paper tests for Read-Aloud, Small Group Administration. Please order regular paper tests for any students who will be testing via a Read-Aloud, Small Group Administration For the End-of-Grade Assessment, you will see an additional column, Total Enrollments Read Only. This number has been calculated from your system’s FTE data and provided for your reference and is not editable. Choose Save to save your work and return later or Complete if all of your entry is complete.

Tracking Enrollments The Summary tab displays a grid of the enrollment counts entered to date. At the school level, it provides a read-only view of the school’s enrollments. At the system level, it provides a system-wide roll up of all enrollment counts. The Status tab displays the overall status of enrollment data entry. For each school, it notes if enrollments are Not Started, In Progress, or Completed.
