5 Summary of Housing Study
County Council funded County Planning after the creation of the Demolition Program to better understand the current state of housing in our community. County Planning in conjunction with Cleveland State University are undertaking the Countywide Housing Study to address the full needs of our communities: Provide a wide range of policy and tools to guide communities besides just demolition. Not a “one size fits all” problem. New construction where warranted; Rehabilitation where feasible; And demolition where necessary.

Analysis using Geographic Information Systems to classify the relative strength of the housing market for Census Block Groups in Cuyahoga County. Nine Variables: Change in Valuation (County Auditor’s recently released appraisal data) Foreclosures Demolitions Vacancy (U.S. Postal Service Vacancies) Tax Delinquency County Land Bank Dispositions Access to Transit Poverty Rates Unemployment

13 Vision Statement Cuyahoga County is committed to becoming a community known for its programs and policies for addressing the housing needs of all of its residents, particularly low income renters and homeowners as well as those individuals and families who have severe housing cost burdens, face discrimination or foreclosure, or have difficulty obtaining economic self-sufficiency because of the lack of affordable housing or the lack of housing near economic opportunities.  Cuyahoga County envisions a future where vacant and abandoned houses have all been rehabilitated or removed in order to stabilize neighborhoods, maintain and increase property values and provide home ownership opportunities"

Improve existing housing policies that are perpetuating deep segregation Cuyahoga citizens and their communities have fair access to credit and banking services. Special Populations Coordinated approach, both internally and externally, between county agencies and departments Increased housing opportunities for “special populations”: developmentally disabled, those aging out of foster care, prison reentry, veterans, physically disabled, recovering addicts, HIV Aids, LGBT, homeless, etc. Seniors aging in place Ability to have homes modified for accessibility

Meeting with working groups for each issue area to refine recommendations Convening other County agencies and solicit their reaction and feedback to the Housing Issues Matrix. County Housing Stakeholder Group reaching out to larger housing and community development groups for feedback Next Steps and Future Items: Share County Planning Commission study to the Housing Stakeholder Group to inform their work on the Countywide Housing Plan. Create evaluation plan similar to the 5-year Economic Development Plan Present plan for Executive approval
