14 We talk about the culture of safety and compliance with international standards… what do you see in the various regions? Where regulation exists, is driven by compliance with the law In the absence of regulation in a mature market, tends to voluntarily use standards to avoid litigation. Emerging markets, where regulation does not exist, do what they know, often limited. In general, standards are used when there is awareness because it is the right thing to do to keep people safe. Europe is about complying with the regulation In US it is driven by litigation – people are encouraged to comply based on the threat of being sued. FG to expand on Asia and Latin America

16 Tell me about your involvement with the different global standards groups

17 We just saw a presentation on ASTM F24
We just saw a presentation on ASTM F24. Can you give us a summary of the development of CEN and ISO standards?

18 Balanced voting rights between producers and users
ASTM International Meets 2x per year Open to anyone Balanced voting rights between producers and users Consensus vote required European Committee for Standardization Meets 1x per year Appointed committee members by EU country One vote per country Majority vote International Standardization Organization Meets 1x per year. Finite time frame to complete task Appointed committee member by country

19 CEN/TC152 Committee Safe design Manufacturing Operations
Originally published in 2004 Contents include requirements for Amusement Rides focused on: Safe design Manufacturing Operations Maintenance, Repair and Inspection Adopted in the majority of countries in the European Union 19

20 CEN/TC152 Committee Liason is with ISO/TC 254, due to the relationship and between CEN-ISO CEN/TC 152 WG1 Secretariat AFNOR France is currently working to divide the prEN 13814:2013 into three parts to be harmonized with ISO/TC 254 prEN Fairground and Amusement Park Machinery and Structures – Safety, Part 1: Design and Manufacture prEN Fairground and Amusement Park Machinery and Structures – Safety, Part 2: Operation, Maintenance and Use prEN Fairground and Amusement Park Machinery and Structures – Safety, Part 3: Requirements for Inspection During Design, Manufacture, Operation and Maintenance Release of all three parts targeted for 2017 20

21 ISO TC/254 Committee ISO/TC 254 Safety of Amusement Rides and Amusement Devices Proposed by Federal Agency on Technical Regulation and Metrology (Russian Federation) - (GOST R) First meeting held January 2011 in Moscow 3 working groups 1: Biomechanical Effects 2: Design, Manufacture and Construction, 3: Operation and Use 21

22 ISO TC/254 Committee Released in July 2015 ISO :2015 Safety of Amusement Rides and Amusement Devices – Part 1: Design and Manufacture ISO :2015 Safety of Amusement Rides and Amusement Devices – Part 2: Operation and Use ISO :2015 Safety of Amusement Rides and Amusement Devices – Part 3: Requirements for Inspection During Design, Manufacture, Operation and Use 22

23 ISO TC/254 Committee October 2015 Copenhagen
ISO requested ASTM permission to use ASTM F2137 for acceleration testing ASTM F24 Executive Committee granted permission to use ASTM F2291 content and adopt F2137 in the same manner as EN 13814 ISO TC 254 has agreed to adopt ASTM F2137 instead of developing a new ISO Measurement standard The adoption of ASTM F2137 is planned for release in the 2nd edition of ISO 17842 23

24 Risk assessments have more weight
What is new with the release of the ISO standards and the upcoming release of the revised EN standard? Risk assessments have more weight Park owners are required to conduct an Operation and Use Risk Assessment (OURA) Risk Assessment has a lot more weight Now park/owner required to conduct an Operation and Use Risk Assessment

25 Where do you see the similarities between the standards and the work the groups have done?
Design standard Accelerations Good overlap of the same individuals contributing

29 Common Methods

30 Why is harmonization important for the industry?
Global trade Consistency in manufacturing Consistency in safety Signals to the rest of the world not to engage in duplicative effort. ETC

31 Why Support Amusement Ride Safety World Standard Harmonization?
Incorporates international best practices for amusement rides, creating a common platform for ride safety throughout the world Leverage the thousands of hours of work that have gone into ASTM F2291, EN 13814, and other international and national standards by ride safety experts Make it easier for nations developing new regulation to adopt the robust international standards that already exist Encourages efficient design and production processes. Minimizes product differences due to differing standards and regulations Provides one place to incorporate “lessons learned” to continue to enhance the safety of all amusement rides worldwide 31

32 What are the global standards going to look like in the future?
Less prescriptive and more performance based International units Equivalency based on location (i.e., electric code based on nation) Move from prescriptive to performance based standards.

33 What can we look forward to in the future
What can we look forward to in the future? Global effort to update standards, more international connections, and use of technology to facilitate it.
