Summary of the recommendations
Health: Improve the quality of service delivery at public health facilities Raise awareness among the communities Ensure that basic healthcare delivery is not donor dependant Sustainable health financing Contributory scheme Focus on preventive healthcare Invest in human capital development Infrastructure and training of personnel Access to drugs and services Use innovative approach to deliver services Children: Develop a program targeting children directly (so far no such program exists) – universal (starting at 0-5 and progressively extending coverage for children 6-14) Operationalize the Liberian Children Law Birth registration for all children Improve child nutrition Provide education for all children Reduce maternal mortality rate Monitoring and evaluation system/database Set benefit amount at 3000 Liberian dollars per month per child (subsidy) Revision of the system to address vulnerable groups of populations: foster care and domestic adoption (database should be updated; clear guidelines) Improvement of family planning programmes Increase the number and develop capacities of social workers Working age: Cover formal sector fully (currently only 30% are covered) and create mechanisms to extend to informal sector Increase the level of benefits Develop a law on employment opportunities for persons living with disabilities Improve access of persons with disabilities to the facilities Disability benefit: 30US$ per month (current minimum pension) Financial empowerment programs through job, education, rehabilitation, training, etc Reduce bureaucratic bottle-necks – create a one-stop shop for processing of claims Reduce job insecurity Decentralize processing of benefits Ensure timely payment of benefits Elderly: Extend coverage to informal sector Increase the benefit level (adjust to inflation, cost of living; NASSCORP to share RoI with beneficiaries) Increment in salaries Build confidence of the society to insurance Create more one-stop shops for processing of claims Transparent process of calculating personal benefits Social pension for persons aged 65 and above Explore possible contributory mechanisms to reach informal sector Minimum pension benefit – 100 USD (contributory) Increase basic salaries to civil servants
