My name is SFC Miller and I will be your Primary Instructor for this class. My Assistant Instructor will be SFC Curtis REFERENCES: TC Primary Instructor: SFC Miller Assistant Instructor: Sgt Woods USASOC Reg 350-2, Training – Airborne Operations 1 of 126 slides

2 Terminal Learning Objective
Action: Identify the qualifications, duties and responsibilities of the Jumpmaster Team Conditions: In a classroom; given test material, student handbook and applicable handouts. Standards: Identify the qualifications, duties and responsibilities of the JM team IAW TC chapters 7, 8, 9 and 10. As a member of the Jumpmaster Committee, regardless of your rank, take responsibilities to ensure that the unit conducts a safe airborne operations and is imperative to know what is expected of you. 2 of 126 slides

3 Course Caveat Follow TC (April 2014) and USASOC Reg (June 2017), not your Unit ASOP. USASOC Reg. supersedes TC. If not found in USASOC Reg, refer to TC. For this course, there is only one standard. And that standard is based off the TC and USASOC Reg 3 of 126 slides

4 ELO A ENABLING LEARNING OBJECTIVE A
Action: Discuss the JM team duties and responsibilities, composition, qualification and currency. Conditions: In a classroom given an overview of the JM team composition, qualifications, currency requirements, a student handbook and applicable handouts. Standards: Identify the composition, qualification and currency requirements of the JM team IAW TC and USASOC Reg Just kidding, There is only 30ish slides left...

5 Jumpmaster Duties & Responsibilities
FM Ch. 7-2.(1) Jumpmaster Duties & Responsibilities Duties covered during this period of instruction: Airborne Commander Primary Jumpmaster Assistant Jumpmaster Safety Duties of the DACO and DZSO/DZSTL will be covered in subsequent class. DACO – Departure Airfield Control Officer DZSO – Drop Zone Safety Officer DZSTL – Drop Zone Support Team Leader

6 JM Team Composition ABN CDR DACO PJM ADZSTL AJM DZ PARTY SAFETY
DZSTL/DZSO PJM MALFUNCTIONS OFFICER MEDICAL PERSONNEL [Ref- USASOC Reg 350-2, Pgs 10-30] Obviously, the ABN CDR reports to the Unit Commander conducting the Airborne Operation. Unit practice may differ in terms of reporting channels but this is typical chain. ADZSTL AJM PARACHUTE DETAIL DZ PARTY SAFETY *Number of PJM/AJM/Safety depends on the type of ABN OP [Ref- USASOC Reg 350-2, Pgs 10-30]

7 JM Team Composition ABN CDR DACO* PJM ADZSTL AJM SAFETY
DZSO/DZSTL PJM MALFUNCTIONS OFFICER MEDICAL PERSONNEL Here is a color representation of what we consider JM duties on a normal operation. These personnel are required to be JMs. NOTE: The DACO in USASOC ONLY, is not required to be a JM. ADZSTL AJM PARACHUTE DETAIL SAFETY *In USASOC, this can be filled by a non-JM qualified soldier [Ref- USASOC Reg 350-2, Pgs 10-30]

8 JM Team Qualifications
Rank JM Qualified* JM Current Prior Experience ABN CDR Officers or NCO (E7 and above) Yes No None Primary JM Officers or NCO (E5 and above) AJM (x2); Safety (x2) Assistant JM NCO (CPL and Above) Safety (x2) Safety DZSO Yes or CCT/STS Qualified ADZSO (x1) DZSTL ADZSTL (x1) ADZSTL DACO ADACO (x1) READ THIS First: For actual assumption of duties, each of these duties have different criteria as you can see. To assume the duty of ABN CDR, you don’t have to be current nor have any prior experience as an ABN CDR. The only thing is the rank requirement. Safety and Assistant Drop Zone Support TM LDR (ADZSTL) OPERATIONS are the duties that you will pull when you first graduate from this course. ?????? (YES) NOTE: IOT be a PJM you must have first completed two AJM’s and two Safeties and be the rank of E5 or higher *JM qualification depends on whether ABN OP is SOF or Non-SOF. [Ref- USASOC Reg 350-2, Pgs 10-30]

9 Jumpmaster Qualification
JM Qualification: Graduate of an authorized JM Course with appropriate refresher. Non-SOF ABNOP: 1-507 PIR/82d ABN DIV JM Course; or SOF JM Course with Non-SOF JM Refresher SOF ABNOP: SOF JM Course; or 1-507 PIR/82d ABN DIV JM Course with SOF JM Refresher READ AFTER SLIDE: To determine one’s suitability to pull jumpmaster duties, there are two things we need to know: One is qualification and the other is currency. Qualification is dependent on what unit is running the airborne operation. So, you can be JM qualified and not current, but never can you be JM current and not qualified. [Ref- TC , Chap 7, Pg. 7-2]

10 Jumpmaster Currency JM Currency: Current jumper and…
JM or AJM or Safety duties within 180 days, or: Completed a JM course or refresher course within 180 days MFFJM and SLJM currency do not overlap [Ref-TC , Chap 7, Pg 7-2] [Ref- TC , Chap 7, Pg. 7-2]

11 ELO B ENABLING LEARNING OBJECTIVE B
Action: Discuss the Duties and Responsibilities of the Airborne Commander. Conditions: In a classroom; given an overview of the JM team composition, qualifications, currency requirements, and applicable references. Standards: Identify the duties and responsibilities of the Airborne Commander IAW TC chapter 7, page 7-1. Now, we will cover the following:

12 Duties and Responsibilities of the ABN CDR
Overall Responsibility for the conduct of the ABN OP Appoint JM Team and other key personnel Coordinate ABN OP Briefings Prepare ABN OPORD Ensure Risk Assessment signed by Unit CDR Ensure Manifest is completed Delay or Cancel ABN OP for weather, technical or safety conditions Ensure DZ Survey is current Ensure S.A.T. completed Attend (or send a rep.) Joint Mission Brief Ensure proper uniform & equipment for ABN OP READ AFTER SLIDE: Like any other duty, these can be done through his subordinates. For instance, PJM may be tasked to complete the ABN OP and coordinate the ABN OP briefings. USASOC Reg also requires JMs to assist in the risk assessment. DACO and PJM are typically tasked to complete the manifest. But whomever actually is tasked, the ABN CDR is the one responsible to ensure that these matters are taken care of. [Ref- USASOC Reg 350-2, Pgs 10-11]

13 ELO C ENABLING LEARNING OBJECTIVE C
Action: Discuss the JM duties and responsibilities at the unit area, departure airfield and in flight. Conditions: In a classroom given an overview of the JM team composition, qualifications and currency requirements, and applicable references. Standards: Identify the JM duties and responsibilities at the unit area, departure airfield and in flight IAW TC Chapters 8,9, and 10.

14 JM Duties and Responsibilities
JM duties begin immediately upon notification. PJM may delegate authority, but not responsibility. Not sacrifice safety for any reason. Regardless of rank, AJM/Safety under the command of PJM. READ THIS FIRST: NOTE: These are the fundamental duties of a Jumpmaster in general. They begin as soon as you’re notified. The PJ, as well as the ABN CDR, DACO, DZSO, and DZSTL, can delegate authority and duties, but not responsibility. Don’t sacrifice safety standard to meet a timeline or to conduct the airborne operation. YOU ARE responsible for the jumpers’ safety. No safety checks or inspections should be ignored or skipped. Lastly, the positional title trumps rank while you are on the JM Team. [Ref- USASOC Reg 350-2, Pg 12]

15 JM Duties Overview Unit Area Departure Airfield In Flight
Designation Notification Assistant’s Briefing Operation Brief Sustained Airborne Training Departure Airfield PJM/DACO Briefing Manifest Distribution PJM/Aircrew Initial Coordination Aircraft Inspection Parachute Issue Parachute and Equipment JMPI Airfield Movement Loading Aircraft In Flight Time Warnings Jump Commands Door Safety Checks Outside Safety Checks Towed Parachutist Red Light Procedures Jump Refusals Unsafe Parachutist Return to Airfield The duties are broken up by the timeline and progression of the Airborne Operation. NOTE: A/C Configuration must be in accordance with the unit mission. If the aircraft is configured wrong, the requesting unit can accept or reject it. For example, if the unit requested for both doors to be open but one is inoperative, you have the option of continuing the mission using one door, or abort. For single door operations, one door may be used for personnel drop, but if the other door is open, it must be manned by a current JM. [Ref- TC , Chap 9, Pg. 9-2]

26 PJM Duties at DAF Jumpmaster Personnel Inspection: Airfield Movement:
FM Ch. 9-1.c PJM Duties at DAF Jumpmaster Personnel Inspection: Is a command responsibility and cannot be delegated. Observe and supervise AJM/Safeties conducting the JMPI. Personally conduct only to meet Station Time. JM’s not designated as AJM/Safeties for the ABN OP will not perform any JM duties. Life Preserver Unit (LPU) is required when there is a water obstacle within 1 km of the DZ. (“water obstacle” = “Any body of water with length and width more than 40 feet and a depth of 4 feet or more”) Airfield Movement: Coordinate with DACO for permission to cross the airfield Keep jumpers in close formation. Cross active runways at authorized crossing points. Loading Aircraft: With the Safeties, load the troops in reverse chalk order. [Ref-Reg 350-2, Pg 14-15] [Ref- USASOC Reg 350-2, Pgs 14-15]

29 JUMPMASTER DUTIES IN FLIGHT

30 JM Duties in Flight General
FM Ch. 10-1 JM Duties in Flight General JM must: Never sacrifice safety for any reason. Rehearse JM procedures on the ground. Hook up before opening jump door(s) or ramp. Face the open door or tailgate when in flight. Maintain a firm handhold on the aircraft when working. Do not allow anyone near an open jump door without a helmet and safety harness or parachute. JM is the final authority in the aircraft when it comes to releasing jumpers. If the ABN CDR says drop and you think it’s unsafe, it’s your call. Just be prepared to backup your call with proof if you go against the ABN CDR. JM will conduct rehearsals for actions in the aircraft with his JM team. This will be done in the mock-up following SAT. NOTE: Never put your back to an open door. Facing an open door is maintaining control of it. Open doors must be in control of a current JM at all times. [Ref- TC , Chap 10, Pg. 10-1]

31 JM Duties in Flight PJM/AJM Duties
FM Ch. 10-3 JM Duties in Flight PJM/AJM Duties Enforce flight rules and regulations. Issue time warnings and jump commands. Perform door safety checks. Perform outside air safety checks. Cancel drop if unsafe conditions exists. Control the exit of all jumpers: Red Light Procedure Jump Refusal Unsafe Jumper Evaluate towed jumper and relay to the pilot whether to cut or retrieve jumper. Eject door bundles. Perform in-flight rigging mission (if required) NOTE: you can’t cancel an airborne operation, but you can cancel a drop. [Ref- TC , Chap 10, Pg. 10-2]

32 JM Duties in Flight: Safety Duties
FM Ch. 10-3 JM Duties in Flight: Safety Duties Jumper’s Condition (Health, Coherence). Relocating of Jumpers on the A/C (Refusals, Unsafe). Wear authorized helmet and approved Army Emergency Bailout Parachute (AEBP) on all fixed wing A/C. Assist the JM during operation at open door/ramp. Check routing and proper bite of static lines Control static lines during exit procedures. (CARP) Visually check for towed jumpers. Retrieve static line and deployment bags. Control personnel and equipment remaining on A/C. Turn over control of personnel/equipment to DACO at DAF. Assist with in-flight rigging (if required). READ Last :As a safety you’ll be assisting the PJ and AJs as soon as you get that 20 minute warning. If you’re controlling static lines during exit procedures, you’ll also gain positive control of the Jumpmaster’s static line as he does his door safety checks and outside air safety checks. If you’re the safety working at the nose of the A/C you’ll also inspect static lines during static line hook up procedures. All jumper’s static lines must be inspected by a JM or safety. As a safety you don’t jump. After the last jumper you check for towed jumpers. once clear, turn the door over to the Aircrew/Loadmaster. Get all the D-bags back in the aircraft, detach static lines and stow it all in the extra kit bags you brought as part of the JM/Safety Kit. Upon return to DAF, All air items left on the aircraft get turned in to the rigger shed, and all personnel to include jump refusals will be briefed to the DACO [Ref- TC , Chap 10, Pg. 10-1]
