According to the World Bank, Integrated drainage basin management aims to establish a framework for coordination whereby all administrations and stakeholders involved in river basin planning and management come together to develop an agreed set of policies and strategies. UNECE (United Nations Economic Commision for Europe) Water Convention
The UNECE Water convention promoted joint management and conservation of shared freshwater ecosystems in Europe and neighbouring regions. It was followed by various EU water frameworks and directives on issues of pollution and hydropower.

Water sharing treaties
Helsinki rules - The Helsinki Rules on the Uses of the Waters of International Rivers is an international guideline regulating how rivers and their connected groundwaters that cross national boundaries may be used, adopted by the International Law Association (ILA) in Helsinki, Finland in August In spite of its adoption by the ILA, there is no mechanism in place that enforces the rules. The rules suggested that the criteria for water sharing should be based on: Natural factors- rainfall amounts, discharge along water sources, share of drainage basin, impact of climate change. Social and economic needs - population size, welfare of people, development plans Downstream impacts - restructuring flow, lowering water tables, pollution Dependency - Availability of alternative sources Prior use - the tricky question of (past) existing historic rights or potential future use Efficiency - avoiding waste and mismanagement of water.
