You can expect the best possible prices and licensing terms & conditions for consortia with the following characteristics: Centrally organized Centrally negotiated Centrally funded Centrally invoiced Central license agreement Multiple year contracts Similar type of institutions Within “boundaries” Public sector vs private sector One single “government”: local vs central government, multiple countries Negotiations become too complicated and do not result in better pricing. Mixing institution types does not result in better pricing. Best possible deals from grouping institutions with like interests. Advise against multination deals.
