6 Migrating Prepaid Accounts
allpay implemented the first large-scale migration of public sector prepaid accounts Migration of more than 950 service user accounts from the Council’s existing provider Included the transfer of more than £2 million in residual balances from the current supplier’s cards. 60-day card closure notice to cardholders New allpay card issued ahead of RBS card closing Following the closure notice, the Council uploaded 200 new card requests for Appointees via allpay’s Organisation Portal. 7 Prepaid Framework – Options
Surrey, NEPO and New G-Cloud 9 Framework allpay awarded place on Government’s Digital Market Place – G-Cloud 9 Call off for maximum of four years Framework open to central government departments, housing associations and local authorities across UK allpay listed under ‘Cloud software’ - applications that are accessed over the internet and hosted in the cloud. allpay has already renewed with a number of clients including the Ministry of Justice No membership fee – and simple to access and use. allpay Prepaid Cards © allpay Limited - allpay public 9/17/2018

9 Regulatory Compliance Client Monitoring Visits
Prepaid Compliance needs to be robust enough to ensure that clients and customers are sufficiently protected against risk but flexible enough to allow for cardholder needs to be met Our pre-visit checks include a review of the MI data, portal management assessment and a refresh of the Risk assessment – We then do an on-site visit which covers the following; Use of Prepaid Scheme – Programme Overview Customer Due diligence – Know Your Customer checks (KYC) Portal access and Security Prepaid Card Issuance Processes – card storage and security Record keeping Transaction Monitoring Training and staff Development Supervisory Management Processes 17/09/2018

10 Prepaid Compliance & Security
Risk Assessment Client Risk Factors – Type of account, client’s organisation structure, length of relationship, any adverse media searches, where are they and any beneficial owners based, KYC, KYB, PEPs and sanctions, policies and procedures, transaction monitoring. Product Risk Factors – Maximum amount stored on card, amount per transaction, where can funds be spent and accessed (ATM/POS/Online), can they pay into other peoples bank accounts, any under 18’s or vulnerable customers, method of funding (source of funds), who manages the scheme’s processes (all in-house or some outsourced).
