8. The Role of Local Authorities
Ensuring every child has a school place:
ensuring there are sufficient places in a fully academised system 
Ensuring the needs of vulnerable pupils are met:
identifying, assessing and making provision for children with special educational needs (SEN) and disabilities and looked after children (LAC),
promoting school attendance and tackling persistent absence,
ensuring that alternative provision is available for those pupils excluded from school or otherwise unable to attend a mainstream school,
leading on safeguarding and supporting vulnerable children 
Acting as champions for all parents and families:
supporting parents to understand arrangements for admissions and SEN and disabilities,
commissioning and delivering services and championing high standards for pupils locally

Ensure that no school is left isolated.
Expect infant and junior schools that serve the same community to join the same Multi-Academy Trust.
Manage change in a carefully coordinated way, which ensures no negative impacts on pupils, schools or the progress made to date, especially at primary.
