1 Delivering an effective and interoperable ERTMS – the way ahead
Keir Fitch Head of Rail Safety and Interoperability Unit DG MOVE

2 ERTMS: ECA report Welcome constructive recommendations
Confirms value of ERTMS as the universal signalling system in Europe Highlights challenges, but necessary to give some context on specific points: Effectiveness of use of EU funds Cost assessment of ERTMS programme High costs of deployment Rate of deployment

3 Rail interoperability: Migration
ZUB SIGNUM /ZUB PZB/LZB KVB/TVM ASFA/LZB BACC EVM EBICAB AWS /TPWS ATB TBL Fragmented national railway systems National supplier oligopolies (captive) obsolescence Cross-border: change of locomotive multiple systems fitted Limitations in terms of functionality and safety Single European Railway Area: ERTMS deployed (CNCs and beyond) Wider interopreability issues also to be addressed

4 ERTMS: Achieving deployment
Several important achievements of recent years lay down the necessary groundwork for a much wider EU deployment Stable specifications: SRS is functionally complete 4th Railway Package: ERA will get new powers for trackside "opinion" and vehicle authorisation European Deployment Plan adopted: EU-wide commitments to deployment >20000 km ERTMS lines operational by Advanced deployment plans in several Member States. ERTMS has a business case, contributing to reduced cost and to improved asset utilisation ERTMS is a global reference Railway Signalling without borders The impact of these steps will be seen in the coming years

5 ERTMS: The opportunity
Multi-billion investments over the coming years ( ca. EUR 20 bn by 2030) Significant systemic-benefits from a coordinated deployment

6 …..based on a coordinated deployment
Action Plan Targeted EU funding underpin a coordinated deployment driving positive business case benefits Corridor business case Despite strong system-level benefits, individual organisationsmay not have strong financial cases for ERTMS deployment, therefore continued EU and Member State support is crucial to support these stakeholders and underpin deployment Coordinated deployment Fragmented deployment

7 ERTMS: The way ahead Significant challenges remain to deliver ERTMS supporting interoperability European Deployment Plan for ERTMS infrastructure deployment sets out the key deadlines for infrastructure deployment to 2023 and 2030 But further steps are necessary to ensure: An interoperable and compliant infrastructure Standardisation of On-board Units Efficient Testing and Validation Maintaining ERTMS in a reliable and consistent manner Funding/financing of ERTMS: trackside and on-board These are set out for all stakeholders, with specifc responsibilities and timelines in SWD (2107) 375: delivering an effective and interoperable ERTMS – the way ahead
