ICT helps -The online education initiatives supposedly improve the situation. However, the effect is still unknown but assumed to be positive (Underwood et al., 2009) -ICT “positively affects all the stakeholders of the education field”, (Tikam, 2013) ICT doesn’t help -In context of Portugal, broadband connectivity has had negative impact on the grades of high school students, (Belo et al. (2014) -Children spend a vast part of time playing computer games, (Malamud & Pop- Eleches, 2010)
