Opening Remarks / Introduction
Attendance 8 members attended the LPTC Steering Group meeting 39 members attended the General Membership meeting Scott Forde’s summary of P&E meeting conducted on July 27, 2014 Realignment of the Propulsion and Energy Organization The LPTC is one of six TCs in the Rocket, Space & Advanced Propulsion (RS&AP) Group Group-level committee was established to develop nominations for major P&E awards Visit from Joachim Castro, P&E Deputy Director for RS&AP Group Discussion of unfortunate scheduling of Space 2015 Forum only 2 weeks after P&E Forum Concern over declining attendance at the P&E Forum

Old Business - JPC Conference Planning Updates
2014 JPC, Cleveland, July 28-30, 2014 Justin Locke was the LP organizer 143 LP abstracts were submitted, 122 were accepted for technical paper sessions, 14 were accepted as posters (4 were later moved to paper sessions), and 7 were rejected 23 papers and 7 posters were withdrawn prior to the conference 102 LP papers were presented at 21 LP sessions LP ITAR sessions were not well attended The LPTC expressed appreciation, with hearty applause, to Justin 2015 JPC, Orlando, July 27-29, 2015 David Ransom is the LP organizer Abstract deadline was January 7, 2015; manuscript deadline is July 6, 2015 2016 JPC, Location TBD Bill Marshall will be the LP organizer 2017 JPC, Location TBD Vineet Ahuja was tentatively identified as the the LP organizer

New Business – Subcommittee Reports
Membership Subcommittee’s Report – Gary Grayson As of July 27, 2014, we had 50 current members (full complement) 32 regular members, 11 international, 7 under 35 Two new international members are Dr. Kei Phillipp Behruzi of Astrium/EADS, Bremen, and Ms. Anne Lekeux of CNES, Paris. Their subcommittee assignments were deferred to Winter 2015 meeting. LPTC action on new LPTC applicant(s) were deferred until 2015 Winter meeting Retirements from the LPTC: Rich Cohn – New liaison to JANNAF to be selected at 2015 Winter meeting Alan Frankel – Round of applause for Alan’s effective work, especially in organizing short courses New Education Subcommittee chair to be selected at 2015 Winter meeting Patrick Aliot expects to retire in the near future Round of applause acknowledging excellent annual LP technical papers As of May 2015, Scott Forde retires as LPTC Chairman Ivett Leyva advances to be Chair of the LPTC The LPTC voted for Mike Meyer to be the next Vice Chairman of the LPTC A new treasurer will be needed to replace Mike Meyer – selection was deferred to 2015 Winter meeting

Treasurer’s Report – Mike Meyer December 2013 Balance (Actual) = $5,478.30 No anticipated 2014 income from the cancelled Cleveland Short Course Anticipated 2014 expenses: $2,000 for Young Professional and Student Awards and $500 for the July 2014 LPTC General Meeting Projected December 2014 balance is approximately $2,900 $3,000 anticipated 2015 income from the Orlando Short Course Anticipated 2015 expenses: $2,000 for Young Professional and Student Awards and $450 for the July 2015 LPTC General Meeting Projected December 2015 balance is approximately $3,900 Suitcase Rocket Account: $8,000 received in contributions, $50 expenses reimbursements; balance = $7,950. Publications Report – David Ransom Year in Review inputs encouraged Publications Subcommittee plans to discontinue the Newsletter Webmaster’s Report – Justin Locke Members are encouraged to verify/edit their bios, need bios for new members

Awards Subcommittee’s Report - Alfredo Lopez The 2014 Liquid Propulsion Lifetime Achievement Award was posthumously awarded to Robert L. Sackheim. This award was presented by Kent Pugmire to Bob’s widow, Mrs. Babette Sackheim, and to Bob’s son Andrew Sackheim, during the 2014 JPC History Session. The 2014 LPTC Young Professional Award winner is Nils Sedano of AFRL. The 2014 LPTC Student Award winner is Jed Storey of Florida Institute of Technology. The 2014 Wyld Award went to Dr. Roger Myers of Aerojet Rocketdyne, not to either of the two candidates considered by the LPTC. An Action Item was assigned to Alfredo Lopez and Eric Besnard: to have the Awards Subcommittee reconsider renaming the LPTC Lifetime Achievement Award to the LPTC Outstanding Contribution Award, and changing its scope to recognize sustained contributions to the LPTC. The Actionees were to report to the LPTC by the January 2015 Winter Meeting.

Education Subcommittee Report – Alan Frankel The LP Short Course for the 2014 JPC at Cleveland on Green Propellants has been cancelled. AIAA has confirmed a slot for this course at the 2015 JPC at Orlando. The “STEM Materials” folder on LPTC webpage under “Shared Documents” has been populated with class visit support materials suitable for a range of ages from elementary through high school. Chip Sauer and Jeff Schnackel conducted a live demonstration of the Suitcase Rocket at the LPTC General Meeting. Solicitation for the Suitcase Rocket Project has resulted in $8,000 cash received and another $2,000 in kind from Orbitec. Liability insurance exists, and the suitcase rocket is available to members for demonstrations. Action Item 12 JPC-3 was to investigate the already-recorded history sessions as webinar courses, to be offered by LPTC. This Action Item was deferred to the LPTC Winter meeting in January 2015. History Subcommittee Report – Kent Pugmire The LP History Session at the 2014 JPC was entitled “Start and Evolution of Spacecraft Propulsion”. NASA Lewis and the AF Dayton Laboratory were significant contributors to the development and funding of this technology as well as being located in the proximity of this Cleveland JPC. A two-disk DVD set of recorded history sessions (LOX-Hydrogen Propulsion from the 2012 JPC, and LOX-Hydrocarbon Propulsion from the 2013 JPC) is available for $20.

New Business – Liaison Reports
ASME Liaison Report - Tom Giel The ASME Propulsion Technical Committee organized two topic areas at the 2014 JPC: Advanced Propulsion Concepts (APC) and Systems Concepts & Supporting Propulsion Technologies (SCP). There were a total of seven sessions with 29 papers. JANNAF – Ivett Leyva reported that the JANNAF Interagency Propulsion Committee has identified combustion stability as a key study initiative.

Current Status: Conference Infrastructure Development - Cultivate superior P&E Forum leadership by active mentoring and succession planning Major Awards Nominations Committee – Group-level committee to develop quality nominations for P&E Technical Excellence awards TC Annual Report Requirement Revision – Refine the requirements for TC Annual Reports to allow greater flexibility in format TC Chair Knowledge Pack - Augment TC/PC chair manual & training class with P&E-specific knowledge, tempo, guidelines, POCs, etc Membership Push - Implement a structured TC membership recruitment plan targeted at new members in critical areas On-Going Version 1.0 Established Completed ECD Prior To May 01 Completed

Abstract Guidelines ABSTRACT SUBMISSION REQUIREMENTS
All abstracts submitted to AIAA forums must meet the following minimum requirements in order to be considered for acceptance to the event: Abstracts are being accepted to this forum for the following presentation types: Technical Paper, and ITAR Presentation. The format must be an extended abstract or draft manuscript with a minimum of words. The submission must include sufficient detail to demonstrate the purpose of the paper, the technical foundation for the topics to be discussed, any preliminary results to date, and the expected results of the final paper, including key figures, equations, tables, and references, as appropriate. Sufficient information must be included in the submission to convince the forum organizers and reviewers that the author(s) will have a strong likelihood of completing the final manuscript by the final manuscript submission deadline.

Current LPTC Membership Summary We have 50 current members with the distributions shown below. Of the 50 members, 5 are young associates less than 35 years old (Coll, Deans, Gatto, Hinerman, and Locke). Lopez and Pizzarelli turn 35 this year and have been sentenced to the regular, old-person category. All 5 young associates are from the U.S. Adding our 10 international members to the 5 U.S. young members yields 15. These 15 are not counted in the full time TC regular member limit of 35. We have 35 regular members ( ) out of 50 total members. There is a 50 member limit for the TCs unless approved. Currently, we can not accept any new candidates this year unless we get approval from P&E director to exceed the 50 limit or somebody steps down....but please see next page. All members who have been on the committee for more than 2 years need to read this and honestly respond. Note to Members Dear esteemed LPTC members: We thank all of you for your service to the TC. We recognize, however, that today's financial environment may limit the ability of some of us to contribute to the TC, such as participating in the JPC each year. We have now reached a number where AIAA is asking our TC to reduce our membership roster. Before we resort to making an assessment of people's participation in TC activities to make that cut, we would like to invite each of us to make a reassessment of our ability to serve on the TC. In particular, ask yourself the following questions: - Did I participate in the last two JPCs? - Did I participate in the January virtual meeting? - Am I active in a subcommittee's activities? - Will I be able to participate in the next JPC? And in the next January meeting? If you think that your organization may not be able to support your participation in the TC's activities, we encourage you to notify us of your desire to roll-off the TC. Leaving Members and New Opportunities The following members are rolling off of the committee which makes some room for new members. DESCRIPTION: The "LPTC Service Award" is awarded to a current or departing member of the AIAA Liquid Propulsion Technical Committee (LPTC) who has made notable contributions and displayed outstanding, exemplary service to the committee. REQUIREMENTS: A qualified candidate for the "LPTC Service Award" shall have: Been a member in good standing with AIAA for no less than 5 years; Been a member in good standing the LPTC for no less than 5 consecutive years; Been a member of the LPTC within the previous 12 months, or is currently a member of the LPTC; and Actively participated on the LPTC, with exemplary and outstanding service in the appointed position. Collecting and transcribing - editing Liquid Propulsion Oral History Archive. B. Assistance with costs associated with obtaining relevant oral histories, i.e., relevant travel expenses as approved by the Subcommittee and the LPTC Chair. 2. Actively coordinate with the AIAA History TC and NASA History Program Office to integrate LPTC collected and produced Liquid Propulsion TC history archive materials. 3. 2015 JPC LPTC History Session(s) History Session: Propulsion Lessons Learned - Wisdom Gained from Canceled or Postponed Programs A number of programs instituted by agencies (NASA, Military, DARPA, etc.) and private endeavors have been started, evolved and cancelled or ‘postponed’. Many of these programs included significant and or unique propulsion development and or innovation. The session will feature dialog between at least two presenters for each topic. Each presentation would include a presenter providing brief synopsis of the project, reviewing information describing a propulsion element of interest, objectives and results associated with development or application. The second speaker will discuss ‘lessons learned’ both positive and negative leading to wisdom gained. Presenters - Organizers, planners, educators, lead project or department engineering or developers or ‘hands-on’ participants. Review Presenter - Agency administration with engineering or functional oversight, education affiliated, lead or principal company/project engineering. This session will be moderated by individual(s) having systems and engineering scope.
