Overview of Standardized Baselines: concept, benefits, key facts
Presentation title Overview of Standardized Baselines: concept, benefits, key facts CDM Standardized Baselines: opportunities to experience simplified tools for MRV Freetown, Sierra Leone, March 2017 Andrea Camponogara UNFCCC Regional Collaboration Centre of Lomé
2
Outline Concept of baseline CDM standardized baseline (SB) Examples of CDM SB Benefits of a CDM SB
3
Concept of baseline Emissions 1000
500 1000 Emissions (e.g. tCO2/MWh) Onset of project/measure Baseline (emissions without project/measure) Project scenario (emissions with project/measure) Emission reduction due to project/measure Timeline
4
Concept of baseline
5
CDM Standardized Baselines
Identification of baseline scenario Key aspects of CDM Projects Demonstration of additionality Identifying a baseline and proving additionality are the two most resource-intensive aspects of registering a CDM project, often requiring the expertise of hired consultants. 5
6
CDM Standardized Baselines
Decision 3/CMP.6 definition: “..Baseline established by a Party or a group of Parties to facilitate the calculation of emission reductions and removal and/or the determination of additionality for clean development mechanism project activities, while providing assistance for assuring environmental integrity..” Underrepresented project activity types, e.g. energy generation in isolated systems, transport and agriculture Underrepresented regions: LDCs, SIDs and Parties with 10 or fewer registered CDM project activities as of 2010 Decision 3/CMP.6 priorities:
7
CDM Standardized Baselines
CDM Methodologies/ tools Standardized Baselines Specific project boundary Project-specific baseline to be determined Project-specific demonstration of additionality Sector-specific standards (regional, national, or international) Sectoral baseline (pre-determined) Pre-determined additionality using positive list

Emission factor for the West African Power Pool
Example of SBs Emission factor for the West African Power Pool 0.559 – tCO2e/MWh METHODOLOGY APPROACH SB APPROACH 9 countries sharing 1 interconnected grid 9 national grid emission factors to calculate 1 grid 1 grid emission factor to calculate
9
Emission factor for central grid and regional mini-grids of The Gambia
Example of SBs Emission factor for central grid and regional mini-grids of The Gambia 1 calculated emission factor for the central grid applicable to all projects: tCO2e/MWh 6 independent regional mini-grids and one emission factor: 0.8 tCO2e/MWh
10
Baseline woody biomass consumption for household cookstoves in Togo
Example of SBs Baseline woody biomass consumption for household cookstoves in Togo
11
Benefits of CDM SBs Reduced transaction costs for project participants Reduced time to market for CDM projects Increased regional distribution due to lower transaction costs and greater simplicity Enhanced transparency: SBs are fully vetted and are available for public comment Link with broader climate change regime Mobilisation of result-based financial support
